The total cost eligible for the Streetscape Grant programs is $ 60, 819. 07. The parking lot site work and improvements are not eligible for grant funding under the program. The Streetscape Grant Programs awards up to 50% of the total eligible project costs. The applicant is eligible for a grant award of up to $ 30, 409. 54 for the streetscape improvements. 2. 3. After review of the application against the CRA grant program criteria, Staff has found that the improvements noted in the table above are eligible for funding through the Page 1 of 3 Packet Pg. 117  15.2 CRA Matching Streetscape Grant Program since it is a commercial business and meets the following objectives in the CRA Plan: 2. 3. 1. Objective 4. 9— Provide Screening for Equipment and Specified Uses. 2. 3. 2. Objective 4. 10 — Ensure Compatibility of Site Features, such as Landscaping, Fences, Outdoor Seating, and Recreation Areas. 2. 4. Further, the CRA Streetscape Grant Manual state that participants are required to maintain all improvements funded through the streetscape grant program for a period of five ( 5) years. The City will place a lien on the property in the amount of the Streetscape grant actual award, forgivable after five ( 5) years, in order to guarantee the improvements. The lien will expire after a period of five ( 5) years from the date of the award. If the improvements are not maintained or they are removed within five ( 5) years, the disbursed funds shall become immediately due and payable to the CRA, according to the per annum schedule in the lien document. The lien will be executed upon submittal of reimbursement request documents. 2. 5. The City' s Lift Station No. 3 is also located on this property. There is an ongoing project to design a new wet well for Lift Station No. 3, and Staff has coordinated with the property owner on the necessary easements- to complete the upcoming utility work in this location. The City will be responsible for site restoration costs associated with the lift station work. 3. FINANCIAL INFORMATION: 3. 1. In accordance with the CRA Grant Manuals, if approved, the applicant must submit all cancelled checks and receipts upon completion of the improvements and will then be reimbursed for up to 50% of the actual eligible project costs for the streetscape grant. The reimbursement may include minor variations from the application but shall not exceed $ 30, 409. 54 for the streetscape improvements. 3. 2. The overall requested grant award for 233 Alconese Avenue SE is a not- to- exceed amount of $30, 409. 54. In the FY 2014- 15 CRA budget, $ 319, 214 has been allocated for the CRA grant programs. 3. 3. All funds are awarded based on eligibility and on a " first come, first serve basis." 4.
