15.1 City Council of Fort Walton Beach ENGINEERING & UTILITY SERVICES MEMORANDUM To: Michael D. Beedie, City Manager From: Tim Bolduc, Engineering and Utilities Services Director Date: October 28, 2014 Subject: Task Order for Carson Drive Streetscape Engineering & Design 1. BACKGROUND: 1. 1. Carson Drive SE and Third Street SE are located in the heart of the Community Redevelopment Area ( CRA), directly surrounding the newly constructed Sound Side Apartment Homes. 1. 2. Streetscaping along these two roads will complement the new construction in the area and help achieve the goal of the CRA, which is to eliminate slum and blight using strategies that promote reinvestment and revitalization in the community. Specifically, the project will achieve several objectives of the 2012 CRA Plan, as follows: 1. 2. 1. Objective 3. 1 — Improve Safety Through Installing Traffic Calming and Congestion Management Design Features 1. 2. 2. Objective 3. 3 — Continue to Promote Walkable Areas Throughout the CRA Through the Installation of Pedestrian- Friendly Features 1. 3. With the adoption of the 2007 CRA Plan and an associated Beal Parkway Neighborhood Plan in 2006, several items for improvement were identified for this area of the CRA including more housing, lighting upgrades, improved walkability, and stormwater upgrades. In 2008, the cul- de- sac improvements were completed at Carson Drive SE and Second Street SE, and in 2014, the Sound Side Apartment Homes development was completed. 1. 4. To continue with needed improvements to the area, the scope of this project will address flooding issues/ stormwater upgrades, lighting upgrades, walkability, aesthetic enhancements, and additional on- street parking. 2. DISCUSSION: 2. 1. Staff contacted Atkins North America, Inc. ( Atkins), one of the City' s general engineering consultants, to request a Task Order to complete the design, bidding, and construction of streetscaping along Carson Drive SE from Third Street SE to Hollywood Boulevard and Third Street SE from Beal Parkway to Carson Drive SE. 2. 2. The scope of work includes surveying, geotechnical, planning, engineering design, landscape architecture, lighting design, permitting, bidding assistance, and construction assistance. 2. 3. The proposed schedule for completing the design and bidding of the project is Page 1 of 2 Packet Pg. 107  Oki951 estimated to take approximately six ( 6) months from the execution of the Task Order with a cost of$ 112, 769. 72. 2. 4. Construction engineering and inspection services are optional for an additional 41, 967. 15. This service may or may not be used, and will be determined at a later date in the project development. 2. 5. The construction phase of the project will begin approximately in August 2015 and is expected to take six to eight months to complete. The award of the construction contract for the project will be brought back to City Council for approval. 3. FINANCIAL INFORMATION: 3. 1. To complete all of the tasks for the engineering and design of the Carson Drive SE and Third Street SE Streetscaping, Atkins has proposed a total cost of $ 112, 769. 72 for design, engineering and permitting. 3. 2. Atkins further proposed a not- to- exceed amount of $ 41, 967. 15 for construction engineering and inspection services. 3. 3. The total proposed amount for the Task Order is $ 154, 736. 86. 3. 4. If approved, sufficient funding is available in CRA Fund Balance. 4. RECOMMENDATION: 4. 1. Staff respectfully recommends City Council authorization for the City Manager to execute a Task Order with Atkins North America, Inc., of Pensacola, Florida to complete the engineering and design for the Carson Drive SE and Third Street SE Streetscaping project for a not-to- exceed amount of$ 112, 769. 72. 4. 2. Staff also recommends City Council approval of a not- to- exceed task for $ 41, 967. 15 for the construction engineering and inspections. This task will only be executed if the construction of the project is approved by City Council following completion of the engineering design.
