Next: 10/ 28/ 14
It was announced that Items 12. 1 ( Ord. 1907) and 12. 2 ( Ord. 1908) are quasi-judicial. The City
Attorney gave the oath to those who planned to testify and noted there was no ex- parte
communication from Council on the items.
The City Attorney read Ord. 1907 on first reading.
Stella Wilson, Planning Manager, advised that the Emerald Coast Science Center is purchasing
the parcel of property at 31 Memorial Parkway SW, site of the current Senior Center. The
existing land use is indoor recreational facilities, but because the intended use is for the Science
Center, the Comprehensive Plan Future Land Use Map ( FLUM) must be amended from REC
Recreational) to CIU ( Civic, Institutional, and Utility).
Ms. Wilson advised the proposed FLUM designation of CIU is compatible with the surrounding
area; is consistent with the City's Comprehensive Plan and Land Development Code; and that all
requirements in the State Statutes for adoption of the FLUM has been followed.
The vote on the motion to adopt Ord. 1907 on first reading carried by a vote of 6 to 1 with
Griggs opposed.
