MEMORANDUM
To: Michael D. Beedie, City Manager
From: Ken Perkins, Fire Chief
Date: October 28, 2014
Subject: Fire Services Mutual Aid Agreement - Hurlburt Field
1. BACKGROUND:
1. 1. The City of Fort Walton Beach Fire Department routinely relies on other local fire
departments to provide additional personnel, equipment, and firefighting apparatus to
address major fires and other emergencies within the City.
1. 2. Conversely, the City of Fort Walton Beach Fire Department routinely responds outside
of the City to assist other local fire departments with major fires and emergencies
within their jurisdictions.
2. DISCUSSION:
2. 1. The Fire Services Mutual Aid Agreement between the City of Fort Walton Beach and
Hurlburt Field is the formal legal document that outlines the authority and expectations
of local emergency response agencies that utilize and provide mutual aid in the form of
personnel, apparatus, and other firefighting equipment.
2. 2. This updated mutual aid agreement with Hurlburt Field does not contain any substantial
changes from the previous agreement, other than the agreement term. The initial term
of the new agreement is five ( 5) years with automatic renewal annually for a term of
twenty( 20) years.
2. 3. The provision of mutual aid will not negatively affect the current operations or response
capabilities of the City of Fort Walton Beach Fire Department and will serve to better
organize and share essential resources during major emergencies.
3. FINANCIAL INFORMATION:
3. 1. There is no initial or recurring financial impact for entering into this agreement.
3. 2. Section F of the agreement identifies the ability of the parties to request reimbursement
for expenses incurred for providing mutual aid assistance. However, such requests are
extremely rare and would only be sought for large expenditures or losses over and
beyond normal operational costs.
4. RECOMMENDATION:
4. 1. Staff respectfully recommends City Council approval of the Fire Services Mutual Aid
Agreement between the City of Fort Walton Beach and Hurlburt Field and

authorization for the Fire Chief to execute the agreement for an initial term of five ( 5)
