The City of Fort Walton Beach hereby adopts plan amendment # CP06- 1 as an amendment to Ordinance 1401, as previously amended, to wit: GENERALIZED LAND USE COMMERCIAL The areas on the Future Land Use Map Series which are designated for commercial uses may be appropriate for offices, retail stores, personal or business services, or other enterprises which support the Page 2 of6 permanent and seasonal populations in the City and in the Fort Walton Beach Urban Area. Commercial areas should be compact, providing definition to areas intended to provide shopping areas. Strip commercial development was the prevalent type of commercial development in the 1950' s and 60' s when most commercial development occurred within the City. This type of commercial use has created visual pollution in the form of asphalt-covered parking lots, poor signage and building design, lack of landscaping and illogical internal traffic circulation. In many cases, these strip centers have been developed contrary to good planning practice in that they either encroach into residential areas or directly adjoin residential areas with no buffer between the two conflicting land uses. In these cases, the residential property values have suffered and many of these areas have become renter-oc upied properties, which are generally not well maintained. Two (2) new land use designations are being introduced into the Future Land Use Element, a Highway Commercial designation which is intended to upgrade the City's arterial highway " Gateways" by introducing stricter traffic control measures and restricting the permitted uses to only those uses which require highway frontage. In addition, a new Regional Commercial designation is introduced to provide special treatment for the Eglin Parkway Corridor, which is at the threshold of major redevelopment. This area is planned to become "the" regional business center for shopping centers, " big box" retailers and commerce which requires a regional service area. These uses should be located on high traffic regional highway corridors, in this case, Eglin Parkway. 1. General Commercial ( MAP LEGEND " GC"). Areas designated for general commercial uses are those areas located on at least major collector streets and provide a wide range of uses, including, as an example, professional and business offices and services, retail stores including convenience stores, restaurants and lounges, financial offices and banks, automotive and marine sales and limited repair activities. Intensity of development ( Lot coverage) is limited to a maximum of 75 per cent of the lot area. The maximum height of buildings is 150 feet, except where single-family residential uses are within agg 150 feet, then the maximum height shall be 45 feet. The 150 foot reauired seDaration from residential uses for buildinas exceedina 45 feet in heiaht must include a minimum 15 feet wide landscaDed buffer area adiacent to the residential uses with the followinc minimum landscaDe features: ( 1) shade trees a minimum of 12 feet in heiaht. 2. 5" caliDer at 4 feet above natural crade. Dlaced a maximum of 50 feet on center: (2) hedae material a minimum 24 inches high. Dlanted at a maximum of 4 feet on center: and ( 3) a decorative fence. a minimum 50 Der cent ODaaue and a maximum Page 30f6 of 6 feet hiah shall be installed alona the DroDertv line adiacent to the residential uses. Residential uses will not be permitted in any GC designated areas because the nature of the commercial land use would not be compatible with any residential land use. 2. Regional Commercial ( MAP LEGEND " RC"). As stated above, the regional commercial designation is applied to that area of the City within the CRA which is developed as commercial, but is in need of redevelopment and infill development along the Eglin Parkway corridor SR 85) which will provide a variety of retail goods and services for the larger urban area market. Again, much of this area was previously designated as " C" Commercial on the 1990 Comp Plan FLUM' S. Land use intensity is also limited to a maximum of 75 per cent lot coverage. The maximum height of buildings is 150 feet, except where single- family residential uses are within egg 150 feet, then the maximum height shall be 45 feet. The 150 foot reauired seDaration from residential uses for buildincs exceedinc 45 feet in heicht must include a minimum 15 feet wide landscaDed buffer area adiacent to the residential uses with the followina minimum landscaDe features: ( 1) shade trees a minimum of 12 feet in heiaht. 2. 5" caliDer at 4 feet above natural arade. Dlaced a maximum of 50 feet on center: (2) hedae material a minimum 24 inches hiah. Dlanted at a maximum of 4 feet on center: and ( 3) a decorative fence. a minimum 50 Der cent ODaaue and a maximum of 6 feet hich shall be installed alonc the DroDertv line adiacent to the residential uses. The CRA Plan Update calls for new traffic control and parking requirements, infrastructure improvements and streetscaping to promote a new prosperity destined for this area. Residential uses are also not permitted in this intense commercial designation. SECTION Adoption of Amendments Initiated by Pending Private III.
