Mearns, City Manager From: Jeff Peters, Recreational and Cultural Services Director Date: September 27, 2011 Subject: Okaloosa County Library Cooperative Agreement L BACKGROUND: 1. 1 The terms of the agreement among the members ofthe Okaloosa County Public Library Cooperative ( OCPLC) are set out primarily in the organization' s Interlocal Agreement. 1. 2 The State Aid to Libraries grant program requires that the new Interlocal Agreement be on file with signatures with the State Library by October 1, 2011. 2. 1. This year' s proposed Interlocal Agreement will be in force for one ( 1) year. 2. 2. The first five years of the cooperative were outlined in a 5 -year agreement. The financial uncertainty of recent years have made shorter 1 - year terms necessary. This past spring, members of the OCPLC Interlocal Agreement Committee designed a new allocation formula outlined in the Interlocal Agreement. This formula will determine the amount of funding each library receives from the County support. Emphasis in the new formula is on productivity figures such as circulation and other measures of library use. 2. 3. Committee members generally believed that the new formula better demonstrates the productivity of the libraries and allocates the funds accordingly. 2. 4. The formula is on page 8 of the Agreement. 3. FINANCIAL INFORMATION: 3. 1. The County has allocated $ 535, 000 in support of library services. 3. 2. The City's portion of this allocation is $ 76, 017.41. Last year's allocation was $79, 671. 4. RECOMMENDATION: 4. 1. Request Council' s approval of the proposed OCPLC Interlocal Agreement as written and submitted by the OCPLC Governing Board.
