BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: August 5, 2014 TO: Honorable Chairman and Members of the Board FROM: Ed Schroeder SUBJECT: Film Commission Services RFQ & Review Committee DEPARTMENT: Tourist Development Department BCC DISTRICT: STATEMENT OF ISSUE: Request approval to issue a Request for Qualifications (RFQ) for Emerald Coast Film Commission Services and appoint the following members of the review committee: Tourist Development Department Director, Finance, Administration, & Compliance Manager, Marketing Manager, and a member of the Tourist Development Council (or a member of the Board of County Commissioners if so desired). The Purchasing Department will coordinate the process and serve as a facilitator for meetings of the review committee. BACKGROUND: The current contract for the Emerald Coast Film Commission services was awarded in January 2012 and expires in January 2015. Terms include compensation of $38,000 annually plus reimbursement of travel, accommodations, conference, and trade show registration fees. The County also pays certain expenses directly to third-party venders. Film Commission expenses totaled $57K in FY13, and are budgeted at $67K in FY14. At its May 29th meeting, the Tourist Development Council recommended an increase in the contractor’s compensation and expenses. The FY15 Film Commission budget totals $100K to include: compensation - $45K, travel and trade shows - $28K, and operating expenses - $27K. Changes to terms and conditions of the existing contract that would be required to implement the recommended budget are significant enough to warrant rebidding. FY15 recommended funding notwithstanding, an RFQ will need to be issued in the near future since the current contract expires in January 2015. OPTIONS: Approve or Disapprove RECOMMENDATION: Approve the issuance of a Request for Qualifications (RFQ) for Emerald Coast Film Commission Services and appointment of the aforementioned members of the review committee. RECOMMENDED BY: APPROVED BY: Ernie Padgett, County Administrator
