I' t. jllfl:&.~ The City Manager advised that Federal Express has delayed their plans to have a building constructed at 100 Hill Avenue for three to four years, and Federal Express has requested the City sell the land to Charles Cather, who has a long- term lease agreement with Federal Express to construct and lease the building. In discussing the matter with Federal Express, the City Manager suggested that aside trom Council selling the property to Mr. Cather without any real conditions, Federal Express might consider offering to the City an option solution where they would pay the City $ 5, 000. 00 per year for three years to keep the property off the market, whereby they would know by the end of the three-year period whether or not the building will be constructed. At that time, Mr. Cather would then agree to pay the estimated appraised value of the property. The City Manager felt this was a fair proposal that protects the City's interest and ensures the property remains available for the expansion of the Federal Express facilities. The City Manager requested Council's approval of the arrangement. Mr. Tucker moved to approve a year option to purchase with Charles S. Cather on the parcel of land at three-- 100 HiD Avenue for 5 $ ,000. 00 per year, with the punhase price to be based on a new appraisal at the end of the option period. Mr. Anderson seconded motion. The City Attorney clarified that payment will be made in advance and that the option payments are in addition to the price of the property or appraisal at the end of the option period. Mr. Carnathan moved to amend the motion to include " but not less than the original contract price" after the phrase " with the purchase price to be based on a new appraisal at the end of the option period." Mr. Tucker and Mr. Anderson accepted tlte amendment. The Mayor called for the vote on the motion, as amended, to approve a three-year option to purchase with Charles S. Cather on the parcel of land at 100 HiD Avenue ( 1. 59 acres) for $5,000.00 per year, with the purchase price to be based on a new appraisal at the end of the option period but not less than the original contract price ($ 159,000. and it carried unanimously with CaruathaD, Baggett, Dowling, Tucker, Pullen, 00), Kelley, and Anderson in favor. lAn. mo)IJ~:'~ i.~.~~ Consideration of having cable television cover all Council meetings.
