Deputy Airports Director Okaloosa County Airports 1701 State Road 85 North Eglin Air Force Base, FL 32542 Reference: Tabulation of Bids and Recommendation of Award Eglin Air Force Base ARFF Development Eglin Air Force Base, Florida Dear Mr. Stage: On Thursday, July 25, 2013 at 3:00 p.m. local time, bids were received at the Okaloosa County office at 302 N. Wilson Street in Crestview for the Eglin Air Force Base ARFF Development project at Eglin Air Force Base. A total of seven bids were received and a tabulation of the bids is enclosed herein as Attachment A for your reference. The total bid amounts are summarized as follows: Bidder Total Bid 1. Ram Construction and Development, LLC $2,866,994.00 7, Design/Build Systems, Inc. $3,412,074.69 As stated in Item 10, Page BF-Page 4 of 6, “the Basis of Award shall be the Total Bid Amount, price and other factors considered.” Based on our review of the submittals by the seven bidders, Birkshire Johnstone, LLC appears to be a responsible contractor with the lowest Total Bid Amount. We have reviewed the scope of work and DBE goals with Birkshire Johnstone and have confirmed their understanding of the project. The Total Bid Amount by Birkshire Johnstone is approximately 11.3% higher than the Engineer’s Estimate ($2,350,353.50). Factors contributing to this variation may include additional efforts related to controlled access to the project site (personnel, deliveries, badging, etc.), compared to standard construction costs. In addition, integration of the Westnet mass notification system may require extended efforts to install and verify functionality. The difference between the Total Bid Amount for the apparent low bidder (Birkshire Johnstone) and the sixth lowest bidder (Ram Construction and Development, LLC) is only 9.6%; therefore, the bids received appear to validate that the low bid is a reasonable cost for this project. July 25, 2013 Page 2 of 2 A review of the bid proposal submitted by Birkshire Johnstone, LLC identified two discrepancies between the multiplication of the unit prices and the quantities. For example, the Total Amount for Bid Item No. 10 was provided as “$6,278.00”; however, the product of the unit price and the quantity is $6,044.40 and a similar discrepancy appears in Item No. 11. As stated in Section 17.1, Instruction to Contractors of the Bidding Documents, discrepancies between the multiplication of units of Work and unit prices will be resolved in favor of the unit prices. These corrections have been depicted on the attached Bid Tabulation. Several of the remaining contractor’s bids included minor discrepancies which appear to have no direct bearing on our recommendation of award provided herein, but may require County legal review in the event that the project is ultimately awarded to a firm other than Birkshire Johnstone who provided the apparent low bid. The Disadvantaged Business Enterprise Program form (OC-10) submitted by Birkshire Johnstone includes subcontractors for fire protection, acoustical ceilings, electrical, flooring, and sitework but does not include estimated amounts for each subcontractor or a total estimated DBE participation percentage. We reviewed the DBE requirements of the bidding documents with Birkshire Johnstone and they confirmed that the 4.03% DBE participation requirement is reasonable and will be achieved for this project. Notwithstanding the County’s final review of the complete project documents and legal review of bid forms, we recommend award of the Eglin Air Force Base ARFF Development contract to Birkshire Johnstone, LLC at the bid amount of $2,616,793.60, subject to available funding and concurrence by FAA. .
