Dear Mayor Roberts:
Thank you for your letter of December 11, 1991, regarding the
coastal construction control line for Okaloosa County.
While I can understand your concern that Okaloosa County has not
experienced an erosion problem along the coastline, coastal
construction control lines are mandated by statute where an area
of sandy beach will be affected by a 100 year storm surge.
Section 161.053, F.S., does not exempt any county and does not
allow for the consideration that erosion has not been a problem
in the past. Accordingly, there was no option open to the
Governor and Cabinet when we approved the Okaloosa County control
line on December 17, 1991.
Again, thank you for your input on this matter.
Sincerely,
Robert A. Butterworth

Dear Mayor Roberts:
Thank you for sending me a copy of the City of Ft. Walton Beach City Council’s
resolution opposing the reestablishment of the coastal construction control line in
Okaloosa County.
Prior to the Governor and Cabinet considering the recommendation to move the control
line, we reviewed several reports, including a storm surge study and an economic impact
study. It is important to keep in mind that the control line is a line defining the state’s
jurisdiction where special siting considerations and structural codes are necessary to
protect the beach/dune system, proposed and existing structures, and adjacent
properties. It is not a setback line or a line of prohibition. This item came before the
Governor and Cabinet on Tuesday, December 17, 1991. After carefully reviewing all of
the information provided by both advocates and proponents of the new line, we voted
unanimously to approve it.
Again, I appreciate your taking the time to let me know of the council’s views on this
matter. Your input has been very helpful. If I or any member of the department’s staff
may be of further assistance, please don’t hesitate to contact me.
