Nicholson expressed his making a response political ad at a City Council to a Meeting where fourteen City employees are being paid. He felt that if they start making responses to newspaper articles and things like that, he could take everyone' s time up. That is all he wanted to say. 50TH ANNIVERSARY The Assistant City Manager gave an update on the 50th CELEBRATION - BILLY Anniversary Celebration which will be held June 16, MIKEL 1991. He informed they now have a finalized agenda for that day, and Council will be getting an invitation from Ms. Cooling for their attendance that day. FOURTH OF JULY The City Manager reported the committee has Assistant CELEBRATION - BILLY determined July 4th Celebration to be at Liza the MIKEL Jackson Park, starting at approximately 3 : 30 p. m. and lasting until approximately 7: 00 p. m. with a giant fireworks display. There was a discussion regarding the location of the celebration. Opposition was expressed to having at it the Liza Jackson Park. When the Assistant City Manager expressed intentions to close the boat ramp that day, opposition was also expressed to that idea. 5- 28- 91 157 he had informed the Assistant FOURTH OF JULY ( CONI'.) The city Manager reported City Manager there would be closing of boat ramps or no any facilities without approval of City Council, and that he is simply giving information from the committee. Mrs. Wyninegar, member of the committee. informed she had expressed concerns at the committee meetings, and Mr. Gates stood. firm with having it at Liza Jackson Park. Her biggest concern was closing the boat ramp for the entire day. I Discussion ramp and other followed concerns concerning involved celebration at Liza Jackson Park. in having the The Mayor felt it is the Council' s call, and with the $ 6, 000 put up by the the closing of the boat City. they have raised an additional $ 6, 400, and he would like it to be at the best setting. Doug Reed informed he is property chairman of the Lutheran Church across the street from Liza Jackson Park, and there are sink holes on that property right now. NY. for a total cost of $ 15. 350. 00. Motion vas seconded by Mr. Nicholson. Mr. Maney mentioned that this was tabled so that more backup could be received, and he was not satisfied with the backup provided in two paragraphs. He did some investigation and found that the test in the wells must I include not only the Kjehldahl Nitrogen, nitrates and nitrites. the test is $ 50. but also all and the standard charge for all The Kjehldahl Nitrogen test is only 28. One cannot conclude that a well test can be done by just testing the Kjehldahl Nitrogen; that is only a small part of it. To have someone do this requires a trained technician, and the State requires that the technician or the Organization employment technician pay a $ 1. 000 a year licensing fee. In addition to that 1. 000. materials and maintenance on the equipment will be needed. 5- 28- 91 1 ~ Jl YZING SYSTEM BID Mr. for the City to do the test, according to Maney said CONT. ) these people, would require three or four skilled technicians plus tens of thousands of dollars for the equipment and maintenance and supplies. If all we did is the Kjehldahl test, we would still need most of the work to be done by private enterprise. If it is the goal of the City to do just the Kjehldahl test in house, and continue to use private enterprise for all the others, Council should be told that, but the way this material was given, it implies this solves the whole problem, and he was not satisfied with the explanation provided by the staff. The Public Works Director responded that basically all the tests referred to done already. are The in house only one they cannot do in house is the Kjehldahl Nitrogen test, and this piece of equipment is used for that. This would give them a whole spectrum of the test they normally need to run to analyze the operation of the plant. In response to Mr. Maney' s question if they are paying $ 50 for the Kjehldahl test, the Public Works Director informed they are all sent out to get done at the same time. He said they can do the Nitrogen in house. They are not certified yet, but they are working with HRS to become certified in Nitrogen testing. When asked if it can be done with one technician, the Public Works Director replied he thinks they would so.
