LEESE OKALOOSA LIBRARY Tripplett, Chairman of Okaloosa Library District Glenn DISTRICT PLANNING Planning Board gave a presentation on the feasibility BOARD - GLENN TRIPPLETT of a Countywide public library system. He explained six major issues which were accessibility, resource sharing. automation, governance, cost. and external funding. He encouraged Council to keep an open mind and he would like to come back with more information. He asked for their support in the form of a resolution to encourage voters of Fort Walton Beach to vote in a 1992 referendum as to whether or not they wish to support a Countywide system. Mr. Tripplett addressed the question if the Fort Walton Beach' s existing facility would fall into this plan by stating he would have to go back to the way it was established as a County entity. Each of the municipalities have the option of joining the entity. When asked what would happen to the Fort Walton Beach facility, he replied the facility would remain as it is. He explained this plan would mean the cities would be free from the existing cost to maintain their local library now. A question regarding obtaining $ 400, 000 paid was posed in Federal it money, is if contingent upon having a simple library or having a tax district. Mr. Tripplett replied it is contingent on having a countywide library I system. In response to the question if the present City employees at the library would continue to receive the same retirement plan, Mr. Tripplett explained that is a difficult thing to work with, but the plan will allow those people to be left in place with the same benefits, and as those people retire, they would be replaced with new positions. 5- 28- 91 11jooSA LIBRARY When asked how large a bureaucracy he sees required to DISTRICT ( CONI'.) run it. Mr. Tripplett replied he would like to see it to be very small, with a director, small support staff, secretary, few clerks, and maybe a children' s outreach. The benefit of this is using the personnel and facilities already in place and strengthening those facilities. response to the question if OWCC or UWF In will be involved, Mr. Tripplett replied indirectly, yes. When asked what is wanted, Mr. Tripplett replied they would like for citizens of Fort Walton Beach to be encouraged to make up their own minds in a 1992 referendum if it gets that far. The referendum is the only they see to go about this. way He was asked what would happen if the referendum carries and a library district is created, but one municipality chooses not to participate, and he remarked they have that option. That would mean the City would be supporting their local library through their local taxes plus a countywide property tax. A question arose regarding the resource sharing. if certain areas would be designated for certain resources and they would share. or if each facility have the same types of resources. Mr. Tripplett responded that essentially there would be some basic common collections that would be in each library backed up by a countywide depository which would more than likely be in one of the libraries. Regarding the question of consolidating, Mr. Tripplett informed they do not want each municipality to lose its identity. They would like to provide an overall County system that makes the best use of those local capabilities. Mr. Wyatt moved to have staff bring back a resolution to encourage the citizens of Fort Walton Beach to decide by referendum in 1992 vhether or not they viII support an independent taxing district that viII establish the Okaloosa County Library District.
