Agency. ( Mr. Grant and Mr. Baughman vQted NO)
Dr. Houghton moved that the recommendation be approved.
Motion was seconded by Mr. Sundy and Mayor
called for dis cussion.
Mr. Baughman said, my reason for voting NO was
that the Insurance Committee Pent
$ a lot of time
on this. In my opinion Risk Management won the
bid fairly and squarely. The bid you made the motion
to award is about $ 40, 000 higher than the company
who won the bid. This is the reason why I voted
NO in the committee meeting and why I would have to
vote NO tonight.
Mr. Rigdon replied, I was led to believe that when
Risk Management came in there would be a greatly

low in overall bid, I don' t see where Jim gets
the
his figures from. We would be competing with other
cities with Risk Management. Risk Management is
owned by the League of Muni cipali ties, whi ch is
government running the insurance business. The way
I see it, we are not getting a break. Both policies
depend on what our loss rate would be at the end
1 of the year.
Mr.
I would much rather see a local
individual, who is a taxpayer, get the bid than see
the bureaucrats collect these premiums.
Bishop said, I looked at Mr. Ripandelli' s
comments, and his last sentence
that even said
with the lower going- in premium Risk Manage- with
ment, the final low price would be with Long. This
was what I voted on.
Dr. Houghton stated, I don' t know where the $ 40, 000
figure came from, but when we looked at the overall
package, there was a $ 10, 000 difference. This
10, 000 figure was based on a loss factor.
The bids
asked for a Retro C or Retro D type plan.
Risk Management did not bid on Retro C or Retro
D type plan. I served on the Insurance Commi ttee
two years ago when the experts in the insurance
field recommended that the way for this Ci ty to
go for the best over- all picture was the Retro- type
plan. They di d
s tate at this meeting that it
would take period of four to five years, working
a
on your safety programs, etc. to reduce your losses
in order for this program to be effective. We have
only been in it two years. We have instituted a
safety program and a pilot program in the Sani-
tation Department which we hope will reduce losses
in the Workmen'
Compensation insurance coverage.
s
The insurance expert, Mr. Ripandelli, did not make
a recommendation in his report, except that he did
say that based on a low loss ratio Long Insurance
would be the low bid. That was the reason I made
the motion. We have to depend on our losses in
this City. We have some ways to curtail our
losses, but we have no ways to curtail the losses
of other cities. I would rather take our risk
and try to keep down our losses in this city than

Mr. Baughman said, the $ 10, 000 was an additional
savings we made by splitting the bid between
Long and Risk Management. You are talking about
the risk of major cities. Major cities are not
in this plan. Most of them are cities about the
282 9/ 23/ 80
size of ours. Thehistory of the last four or five
years does not reflecta premium as low as Risk
Management. We were also given a fairly good
assurance of another 17% reduction in dividends,
and the history of the pool is that they have paid
the dividends. These are the reasons I voted as
I di d.
