The City Manager explained this appointment is also an unexpired term previously held by Mr. Rigdon and is a four-year term which began on January 1, 2013 and ends on December 31, 2017. The City Manager advised that according to the rules of the Gas Board, the representative does not have to be a Council member. Mike Minich, 106 Waynel Circle, stated he would be happy to serve on the Board if a Council member is not appointed. Mr. Rynearson suggested postponing making an appointment until a full Council is present, since the term is for two years. Mr. Mead stated he would be interested in filling out the term. Mr. Griggs nominated Mr. Mead to serve on the Gas Board for an unexpired term until December 31, 2017. Mr. Holmes stated his agreement with Mr. Rynearson regarding postponing the appointment. The City Attorney advised that voting no would not be against Mr. Mead's appointment; rather, it would be against appointing a representative at this time. There were no further nominations. The vote on the nomination to appoint Mr. Mead to the Okaloosa Gas Board for an unexpired term until December 31, 2017, failed by a vote of 2 to 3, with Holmes, Jamieson, and Rynearson opposed. A Request for Inclusion ( RFI) form must be submitted to FDEP to place the project on their fundable list at their next SRF meeting, in February of 2015. The RFI does not obligate the City financially; it only allows the project to be placed on the fundable list. The vote on the motion to authorize the City Manager to submit the Request for Inclusion and any other required documentation to FDEP to begin the Clean Water State Revolving Fund process for the Wright Parkway Reclaimed Water Improvements carried unanimously. The City Manager reported that PAWS submitted a new contract for FY 2014- 15 for the period of October 1 2014 through September 30, 2015; however, on September 23, 2014, Council approved extending the FY 13- 14 contract for one quarter ( October 1, 2014 through December 31, 2014) and for the City to coordinate discussions with the County and PAWS. The City Manager continued that PAWS notified the City that it would not extend the contract for three months, and they would only accept an annual contract. Staff has attempted to contact PAWS several times to discuss the City's options for animal control, and PAWS did not attend a scheduled meeting with the City and never responded to attempts to verify or reschedule. In the meantime, the City Manager stated he is continuing to pursue other options for animal control services. Staff is recommending revising the PAWS contract to add a termination clause and convert to a monthly fee in lieu of a quarterly fee. To date, no invoice has been received from PAWS for the period of October 1, 2014 to December 31, 2014. Mr. Mead again expressed his concerns regarding possible double taxation. The vote on the motion to revise the contract with PAWS adding a termination clause and converting to a monthly fee in lieu of a quarterly fee for animal control services and to pursue other options for animal control services carried unanimously.
