BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: August 2, 2016 TO: Honorable Chairman and Members of the Board FROM: Frank Hart SUBJECT: FY2017 Tentative Millage DEPARTMENT: County Administrator BCC DISTRICT: ALL STATEMENT OF ISSUE: Staff requests Board discussion and approval for County Administrator to certify the DR-420 setting the tentative ad valorem and Municipal Services Taxing Unit (MSTU) millages for unincorporated parks and related services. BACKGROUND: Per the State Department of Revenue’s TRIM Manual, the county taxing authority is required to certify the DR-420 setting the tentative ad valorem and Municipal Services Taxing Unit (MSTU) millage for unincorporated parks and related services. The TRIM Manual states, “each taxing authority certifies the completed DR-420...and any additional forms and returns them to the property appraiser.” The certification of the DR-420 must take place not later than 35 days after the Property Appraiser certifies the taxable value, an action that was completed on July 1, 2016. Certification of the DR-420 advises the property appraiser of the proposed millage; rolled-back rate; and time, date, and place of the tentative budget hearing. Attached to this agenda item are supporting and example documents including the current millage from the Budget Summary pages and all of the Department of Revenue forms for the Countywide millage and maximum millage, based on the proposed rate, the TIF-CRA forms and finally the MSTU millage and maximum millage, based upon the proposed rates. OPTIONS: Approve/Disapprove certification of the DR-420. RECOMMENDATIONS: Staff recommends Board approval for County Administrator to certify the DR-420 in two motions: 1. Motion to set the tentative ad valorem millage rate at 3.4308 mils 2.
