STATEMENT OF ISSUE: Request Board approval for Waste Management contract
amendment to be retroactive to July 1, 2014.
BACKGROUND: The County is currently in a 36-month contract for dumpster service at the
Emerald Coast Convention Center. In accordance with the “Customer Comments” on page 2 of
4 of WM Agreement # S0003339246, “Rate guarantee for one year excluding disposal price
increases. Then cap rate increase in years 2 & 3 to no more than 3%, excluding disposal.”
Waste Management invoiced a 3% increase to the haul rate and disposal rate effective 7/1/14
(the start of year 2). However, the contract must first be amended to reflect the change in price.
Legal and Purchasing have reviewed the contract amendment to memorialize the rate increase,
and the amendment falls within the signature authority of the Purchasing Manager. Board
approval is being requested since the contract amendment date is retroactive to July 1, 2014.
OPTIONS: Approve or Disapprove
RECOMMENDATION: Approve making Amendment 1 to Waste Management contract C03-
0898-TDC retroactive to July 1, 2014.
