DESIGN AND CONSTRUCTION SERVICES
OKALOOSA REGIONAL AIRPORT
Project Overview
Okaloosa County has requested THE LPA GROUP INCORPORATED (herein referred to as LPA)
to replace the existing Regional Boarding Ramp (RBR) as manufactured by Infra-Structures/ East
Island Aviation at Gates A-1 and A-2 with new Apron Drive Passenger Boarding Bridges (PBB’s).
Also included in this project will be the replacement of the 400hz/48VDC ground power units and
the pre-conditioned air units. (The existing pre-conditioned air units may be under sized if the fleet
mix is expanded to include larger, narrow body aircraft.)
The bridge structure will consist of a ramped fixed tunnel, a rotating rotunda, telescoping bridge
tunnel section, a cab with full controls for moving the bridge into position, vertical and horizontal
drive system, baggage lift system, and provisions to re-mark the apron for the new parking positions
associated with revised docking procedures than what is currently marked and the potential for larger
mix of aircraft at these positions. These positions will be required to accommodate regional jets,
narrow body jets, and a small percentage of turboprop aircraft.
The scope of services provided herein will be to formulate a Request for Proposals (RFP) package
and bidding phase and construction administration services for the Airport. The following describes
the services to be performed by LPA. The Manhour and cost breakdown is provided in Exhibit
B.
Phase I — Plan and Specifications Production
The Consultant shall assemble plans and specifications for the installation of the two new bridges at
Gates A-1 and A-2. Recent discussions have mentioned the possibility of placing the bridges at Gates
A-2 and A-3 and leaving Gate A-1 as an apron loading area with no bridge, primarily to be used for
turboprops. This option will be evaluated as a part of this scope as well as consolidating positions
A-1 through A-4 into only 3 positions, thus providing the airport an advantage of serving larger
aircraft at these locations. Electrical modifications will be made at Gate A-3 to relocate the power
supply from Gate A-1 to Gate A-3 if this option is selected. A terminal apron plan concept will
provided with a fleet mix requirement that shows approximate positions based on bridge slope limits
and aircraft door heights. This concept will be approved by airport staff prior to finalizing. A
section through the face of the terminal and across the apron shall illustrate an approximate extent of
fixed tunnel lengths, rotunda locations, and telescoping two tunnel PBB apron drive bridge section.
The plan sheets shall generally consist of the following:
e Cover Sheet,

Boarding Bridges
General Notes,
Typical Section and Elevation View,
Construction Safety and Phasing Plan,
Demolition Plan,
Apron Layout and Marking Plan,
Electrical Notes, and
Miscellaneous Details.
A Pre-Design Geotechnical Investigation will determine allowable soil bearing capacities for the
bidders use in determining the concrete foundation requirements for their support column to the
rotunda.
A fixed tunnel section of walkway will be specified that will be mounted to the apron, secured to the
face of the terminal, and ramped up to the proposed rotunda. Dimensions of this fixed walkway will
be the requirement of the bridge manufacturer due to the fact each telescoping bridge section length
will vary from each bidder. The same applies to exterior and interior furnishings. General
requirements for interior lighting, floors, carpet and finishes will be specified as requirements for
each bidder to meet.
It is anticipated that ancillary equipment or add-on products will be part of this project. These
include such add-ons as ground power (both 28VDC and 400HZ AC), pre-conditioned air, RJ cab
retrofits (CE floors), bag lifting devices, bag chutes, and/or late bag elevators. Some of these add-ons
will be manufactured by the bridge company, others will be by separate manufacturers and provided
by the PBB manufacturer. The needs of the airport shall be discussed in early phases of the RFP
formulation.
The design will specify that the contractor make all the necessary improvements for the bridge
manufacturer to deliver the bridge and connect it.
LPA shall formulate an RFP package and include criteria for the technical evaluation of the
submitted proposals to ensure responsiveness to the product requirements. This criteria will be
established by and be reviewed and approved by the airport. Cost will be the sole factor in the
selection, assuming the product meets the specification and the bid is responsive. Notice of this
RFP will go through the normal County procurement policies and procedures. LPA shall also
contact all known manufacturers and alert them to the advertisement. Once the specifications are
established and the project advertised, the manufacturers would have a minimum of 30 days to put
together their proposal (a longer time period may be required).
Once the evaluations are completed and the County selects a manufacturer, the County shall
purchase these bridges for future delivery. Purchase of this product directly from the manufacturer
can save the County the subcontractor’s mark up (usually 10%) and state of Florida sales tax.
No pre-bid meeting is included in this scope. Since the vendors will be from different parts of the
country and there should be no need for them to see the site, one will not be necessary.

Phase 2 — Bidding Services
The Consultant will reproduce and distribute plans and specifications from their Tampa office. They
will also write the advertisement, perform coordination with County Purchasing and will:
Respond to questions;
Prepare addenda as necessary;
Assist the Airport in tabulating and evaluating bids;
Assist the Airport for the re-bid of the project if the Airport rejects the bids for any reason
(this work will be performed as an additional service requiring a negotiated contract); and
Assist in the contract award and preparation of construction contract documents (to the FAA
requirements).
