BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: February 19, 2013 TO: Honorable Chairman and Members of the Board FROM: Elliot Kampert SUBJECT: Revision to NSP Modification # 8 DEPARTMENT: Growth Management BCC DISTRICT: All STATEMENT OF ISSUE: Update Board of County Commissioners regarding state-requested revision to first page of Neighborhood Stabilization Program (NSP) Modification 8 as approved by the BCC on January 22, 2013, and obtain after-the-fact ratification of the revision and Chairman's initialing of the revised first page of the Modification. BACKGROUND: On January 22, 2013, the Board approved the submittal of NSP Modification 8 which extended the contract between the County and the Florida Department of Economic Opportunity (FDEO) and which allocated additional NSP funds to Okaloosa County. On February 8th, the County was informed by the FDEO (see attached email from D Dedman requesting revision) that, due to time constraints, the Department would be unable to process NSP Modification #8 until after the contract expiration on February 15. Therefore, the FDEO requested that the first page of the Modification be revised by having the “reinstate” box checked in addition to the “extension” box. There were no other changes to the NSP modification as approved by the BCC in January. However, in order to ensure that the Official Record matches the State’s and County files, the Clerk of the Court’s Contracts and Grants office determined that it was necessary to invoke the Emergency Grant Procedure as specified in Section 9 of Chapter V of the County Grants Administration Policy and Procedures Manual. As provided in the Emergency Procedure, Commissioner Amunds initialed the revised first page on which the "reinstate box" had been checked (see attached), and the revised sheet was submitted by Contracts and Grants to FDEO. On February 11, the County received notification (see attached email from D Dedman acknowledging receipt) that the FDEO had received the revised Modification 8 page one, and that it was being forwarded for review and approval. This issue has been placed on the Board's agenda so that the Official Record accurately reflects Modification 8 as revised per the FDEO's request, and so the Board of County Commissioners can provide after-the-fact authorization of the Chairman's initialing the revised Modification. RECOMMENDATIONS: Staff recommends that the Board review and approve the revised first page of Okaloosa County NSP Modification 8, and provide after-the-fact authorization for the Chairman's initialing said sheet. RECOMMENDED BY: APPROVED BY: James D.
