BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: October 20, 2015 TO: Honorable Chairman and Members of the Board FROM: Elliot Kampert SUBJECT: SHIP 12/13 through 14/15 Annual Report and Regulatory Certifications DEPARTMENT: Growth Management BCC DISTRICT: All STATEMENT OF ISSUE: To continue to participate in the State Housing Incentives Partnership (SHIP) program, the County must approve the FY 12/13 through 14/15 SHIP Annual Report. BACKGROUND: Part VII of Chapter 420 of the Florida Statutes creates the State Housing Incentives Partnership (SHIP) program which provides funds for the provision of affordable housing. Since 1993, the Okaloosa Community Development Corporation (OCDC) has served as the County’s SHIP Program Administrator. As part of this function, the OCDC must annually update the status of the open SHIP allocations. The attached reports (which cover Fiscal Years 12/13 through 14/15) must be approved by the Board so that the OCDC can forward them to the Housing Finance Corporation which oversees the SHIP Program. Staff is waiting on direction as to the administrative percentage allowed on program income for closeout year 2012/2013. It is currently calculated at 10%. If staff finds the corrected amount should be at 5% a correction will be made to the reports and overpayment will be collected from OCDC. RECOMMENDATION: The Growth Management Department requests that the Board approve the 12/13 through 14/15 SHIP Annual Reports and sign the Certification, and authorize them to be transmited to the Florida Housing Finance Corporation.
