BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: May 15,2012
TO: Honorable Chairman and Members of the Board
FROM: John Hofstad, Public Works Director
SUBJECT: Niceville Landfill- Vadose Zone Aeration Operation and Reporting
DISTRICT: ALL
REQUESTING DEPARTMENT: Public Works
STATEMENT OF ISSUE: SCS Engineers has developed a proposal to perform the Phase I
Vadose Zone Aeration (VZA) Pilot Tests of the Niceville Landfill (NLF). The work outlined in
this proposal represents the activities required to execute the Pilot Study Work Plan (PSWP)
submitted to and approved by the Florida Department of Envirorunental Protection (FDEP) in
October 2009. These activities represent a portion of the PSWP to be completed in FY2012.
BACKGROUND & ANALYSIS: Remediation of the NLF chemical impacts has been
occurring through natural processes for many years. However, natural attenuation of chemical
impacts as quantified by site data collected over the past decade is not sufficient to meet FDEP
cleanup goals and was subsequently determined insufficient by the FDEP. In 2007, the FDEP
urged the County to address chemical impacts more aggressively. The County began to actively
investigate treatment alternatives rather than pursuing traditional and expensive technologies
suggested by the FDEP. The County teamed with the University of Florida (UF) with the
concurrence of the FDEP to implement a Pilot Study to determine the feasibility of a promising
new technology called Vadose Zone Aeration. A Pilot Study Work Plan was generated and
presented to the FDEP. Since the approval of the plan, the County has constructed the VZA
system infrastructure, performed the initial startup/shakedown of the system and reported
baseline findings. The system is now ready for full scale operation ..
Costs for the planning, construction and implementation of the VZA system has been addressed
in the budget cycles for the past few years. It was originally anticipated that UF would play the
lead role in all phases of the project. However, County staff determined that a significant cost
savings could be realized if the study effort was conducted by our existing contractor. In the
current proposal, the UF's lead researcher, Dr. Tim Townshend, will serve as a consultant
throughout the duration of the VZA implementation and assist in the preparation of required
reporting. The County will also share data generated by the project with UF. This cost
represents the lion's share of the study costs. Once this phase is complete, an evaluation of the
system performance will determine whether the VZA technology is appropriate for full scale
system operation.
OPTIONS: The proposed work represents a sequential execution of the FDEP approved Work
Plan ..

RECOMMENDATION: The proposed cost ofthe FY2012 portion of the VZA Pilot Test is
$182,000. This cost is budgeted for FY2012 in account number 4301-549305. Staff
recommends that the Board sign the attached proposal for SCS in the amount of$182,000.
