BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: November 5, 2013
TO: Honorable Chairman and Members of the Board
FROM: John Hofstad
SUBJECT: Kelly Plantation Outparcel Transportation Infrastructure Agreement
DEPARTMENT: Public Works
BCC DISTRICT: 5
STATEMENT OF ISSUE: Synovus Bank owns four (4) of the commercial outparcels that were
initially created by the Kelly Plantation Planned Unit Development (PUD). All four parcels have
been removed from the PUD and are now responsible for traffic concurrency independently. As
owners of the parcels, Synovus Bank has worked with City of Destin and County staff to address
traffic concurrency. This is a request for approval of the Transportation Infrastructure
Agreement that would obligate the developer of the parcels to make infrastructure improvements
as mitigation for traffic impacts.
BACKGROUND: Originally created as part of the Kelly Plantation PUD, several of the
commercial outparcels between Commons Drive and US 98 remained undeveloped despite
depletion of the transportation concurrency bank. In an effort to balance the transportation bank
with the developable parcels within the PUD, parcels were removed from the PUD boundaries
and subsequently acquired by other entities. Removed parcels are developable independently
from the PUD, which means that they are required to demonstrate concurrency standards as
individual parcels.
Because of the traffic capacity issues along both Commons Drive and US 98, Synovus Bank
worked with City of Destin and County staff to develop off-site mitigation projects that could be
constructed to offset traffic impacts. The intent is to have the off-site improvements constructed
concurrently with the commercial parcels to mitigate traffic impacts. Proposed improvements
include an access road between Commons Drive and US 98 along with an internal access
agreement (to promote internal capture), installation of turn lanes along Commons Drive and the
installation of five (5) right turn lanes along US 98 for access to Commons Drive and the subject
parcels. Incorporated as part of the Transportation Infrastructure Agreement is Exhibit "D",
which depicts the proposed improvements.
Staff has worked with the City of Destin to ensure that the proposed mitigation is acceptable in
accordance with the Intergovernmental Technical Review Committee; a copy of the approval
letter from the City of Destin is include as Exhibit "E" of the proposed agreement. Staff has also
verified with FDOT that the proposed improvements are allowable once a permit is obtained by
the applicant.
The overall value of the proposed off-site improvements is estimated at $517,596.00. All off-site
improvements will be performed at no expense to either the County or the City and shall be
installed prior to the issuance of any certificate of occupancy for the associated development
parcels in accordance with the development schedule contained herein.
Packet Pg. 474
The agreement has been reviewed and approved as presented by Legal Counsel and executed by
the applicant.
OPTIONS: Approve / Disapprove the proposed Traffic Infrastructure Agreement with Synovus
Bank.
RECOMMENDATIONS: Approve the proposed Traffic Infrastructure Agreement with
Synovus Bank.

SUBJECT: Gas Tax Projects - Field Advertising Project Awareness
DEPARTMENT: Public Works
BCC DISTRICT: All
STATEMENT OF ISSUE: In an effort to more widely publicize the construction of roads and
bridges funded with Local Option Gas Taxes, staff is proposing the installation of temporary
signs during and after construction of projects to advise the public of the funding source for the

BACKGROUND: The Public Works Roads Division develops an annual 5-year Capital
Improvement Program Budget for roads in Okaloosa County. Funds are budgeted for specific
fiscal years and specific projects.
Unless the public follows the budget process closely, they may not be aware of the progress
being made regarding the construction of roadways and the expenditure of gas tax dollars
towards those efforts.
OPTIONS: Approve/Disapprove.
RECOMMENDATIONS: Staff recommends approval of the temporary project signs as
proposed.
