BACKGROUND: The County has had an existing contract with Landrum Staffing since 2011. The current rate schedule is based on workers' compensation codes for the temporary positions. The amendment adds the workers' compensation code 8871 to the list of approved markup rates. Temporary staffing agencies are used primarily to fill vacancies temporarily due to turnover and extended absences, and sometimes to augment current staffing during times of heavy workload. Outsourcing staffing allows for quick assistance, and helps to reduce costs compared to regular budgeted positions with benefits. Funding for these services comes from budgeted funds within the user departments. OPTIONS: Approve/Disapprove RECOMMENDATIONS: Approve the rate schedule amendment to the Landrum Staffing contract. BACKGROUND: Florida Statute 196.011(9)(a) states, in part,---- A county may, at the request of the property appraiser and by a majority vote of its governing body, waive the requirement that an annual application or statement be made for exemption of property within the county after an initial application is made and the exemption granted. At last year’s Value Adjustment Board hearing, the subject of when the “automatic renewal” of homestead exemptions was first authorized by the BCC. Further research revealed that no record could be located. Since neither the Property Appraiser nor the Board clerk was able to locate the document, request the Board approve another resolution that, in arrears if deemed necessary, waive the requirement, by resolution, that annual applications be made for the exemption of property within the County after an initial application is made and the exemption granted. OPTIONS: Approve/Disapprove attached resolution. RECOMMENDATIONS: Staff recommends approval of resolution waiving the requirement of an annual application or statement for an annual homestead exemption after initial application is made and exemption granted. At last year’s Value Adjustment Board hearing, Commissioner Parisot asked when the “automatic renewal” of homestead exemptions was first authorized by the BCC. I had no idea as it was the policy when I took office in 1993, but I stated that I would see if there was a record of it in this office. No record could be located. Mr. Parisot states that a search of the Board’s records was also unsuccessful in locating a BCC resolution. I am confident that a resolution was requested at some point in time and granted, or the automatic renewal process would not have been implemented as it also has been in the other 66 counties in the State. Since neither I nor the Board clerk was able to locate the resolution, Mr. Parisot has suggested, that because of the recent AG audit, that I request another resolution in order that the record can be documented. Therefore, it is the purpose of this transmittal that I am requesting that the BCC, in arrears if deemed necessary, waive the requirement, by resolution, that annual applications be made for the exemption of property within the County after an initial application is made and the exemption granted. I would also suggest that the resolution acknowledge that the Board considered the possibility of fraudulent exemption claims which may occur due to the waiver of the annual application requirement. In the past three years, this office has filed over 1,400 liens on properties due to discovery of fraudulent exemptions. Thank you for your attention to this matter, and I look forward to your response. Respectfully, Pete Smith, CFA Okaloosa County Property Appraiser Packet Pg. 291 RESOLUTION NO. WHEREAS, Okaloosa County has heretofore waived the requirement for an annual application or statement for certain exemptions to property taxes allowed after the initial application is made and the exemption granted in accordance with the provisions of Section 196.011, Florida Statutes, and WHEREAS, the Okaloosa County Property Appraiser has submitted a request for an updated waiver to include past exemptions granted, and a report on the possibility of fraudulent exemption claims, and WHEREAS, the Board has considered the convenience that waiving the filing of the annual exemption would mean to the citizens of Okaloosa County, as well as the possibility of fraudulent claims. NOW THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF OKALOOSA COUNTY, FLORIDA: Okaloosa County does hereby waive the requirement that an annual application or statement be made for exemption of property within the county after an initial application is made and the exemption granted in accordance with the provisions of Section 196.011 (9), Florida Statutes.
