deVaux mentioned that one of the problems
had been in the past that most property owners did not
know their properties were being rezoned, and in
reference to Mr. Loggins' request, buffer zone
requirements would have to be met in regard to any
additions or such.
Mr. Maney asked Mr. Loggins to explain the
inconsistency of his statement that he wants to keep
doing what he is doing, with Mr. Fife' s indication that
at the Planning Board, Mr. Loggins had implied a sort of
intensification of this. Mr. Loggins explained a
possible misinterpretation, he intended to say that one
of the problems caused by this zoning was that he could
not use his automobile repair system to repair a street
customer' s car for money, that was the point he was
planning to get across and not being a public speaker,
he was under pressure.
Mr. Maney asked if Mr. Loggins was indicating that the
change would let him use What he had more efficiently.
Mr. Loggins agreed that to be his point, and said there
is a building on his property well removed from Mr.
Fife' s property that might have some possible additional
usage; using that building more effectively would remove
a lot of the activity from directly behind Mr. Fife' s
house. He indicated plans to stay in his current
business doing what he does now for another ten years.
Mr. Rosenbaum requested clarification the to

on The
Mayor understood Mr. Loggins indicated he wants to
utilize space he cannot utilize now. Mr. Rosenbaum said
he thought Mr. Loggins wanted to use the property for
something other than what he was using it for, then he
got the indication from Mr. Loggins there was not going
to be any change in his use. Mr. deVaux asked if it
would still be used as a used car lot. Mr. Loggins
confirmed there would be no change, he wants to utilize
space he cannot utilize now.

stopped using that example.
Mr. Fife expressed concern that regardless of what Mr.
Loggins says now, if the zoning is changed to C- 2, a
door is opened for him to do what he wants within the
C- 2 boundary; not only that, he can sell the property
and the buyer can use it under the C- 2 boundaries.
Mr. Rosenbaum asked if the Land Developmen t Codes had
been taken into consideration. The Planning and Zoning
Director said to keep in mind his development order is
being issued by this rezoning. Mr. deVaux remarked Mr.
Loggins had not asked for any development and will not
get any special privileges by going to C- 2. Mr.
Rosenbaum asked what the level of service on 189 was.
The Planning and Zoning Director answered right now it
is eight. Mrs. Wyninegar asked which port ion of his
business was on lot 6. Mr. Loggins explained two
separate buildings were on lots 4 and 6.
The Mayor called for the vote on the motion to adopt
Ordinance 1132 on first reading and it carried by a vote
of 6 to 1, with Smith. deVaux. Wyatt. Maney. Nicholson.
and Wyninegar in favor. and Rosenbaum opposed.

the Economic He expressed his
purpose was to offer thoughts and suggestions on how the
land in the Industrial Park may be rearranged in a
sense to gain more industrial land there. He expressed
his belief that squeezing in more industrial land would
squeeze in more jobs for the community.
Judy Byrne Riley, Chairman of the Sites & Buildings Task
Force, explained the three large parcels marked on a map
along with a list of recommendations. The main part of
Parcel " A" is a rifle and pistol range which is
recommended to be moved from that area, with that area
being grouped with some of the other acreage around it,
such as the piece to the north and the piece to the
south. Parcel " B" is made up of about 10 acres of the
Okaloosa County Road Department which is felt is not the
best use of the Industrial Park land and is recommended
to be moved with the approval of the County, to parcels
155 and 156. The reason for the recommendation is that
presently that space is vacant and beside the old dump
and it is not recommended that the City sell it to
someone who might want to put a building there; it would
make a good location for the County to park vehicles.

EDC ( CONT.) Ms. Byrne Riley said Parcel 222 has been grouped with
that 10 acre parcel to make a very large and buildable
piece. Parcel " C" is questionable as to the value and
quality of the land. It is recommended the City do same
land borings and find out exactly how much muck is
there. Parcel 160 is believed to be a holding pond or
something. but the piece south of it, less than 3/ 4 of

an acre, seems to be vacant. Mr. deVaux noted that
parcel 160 cannot be built on by the new codes, there is
a water well on it with a 500 foot buffer around it.
Ms. Byrne Riley continued to say that those three
parcels taken from the list of recommendations have been
calculated in acreage to show the value in terms of jobs
in Fort Walton Beach. She was very conservative in her
calculations, averaging down on the amount of acreage,
and taking the acreage amount to figure out the
percentage of building per
