Utilities Fund
The Utilities Fund encompasses 30.0% of the City' s activities and services and accounts for water
production and distribution and sewer collection and treatment. These activities are financed and
operated in a manner similar to a private business — where the intent is that the cost ( expenses, including
depreciation) of providing the services to the public on a continuing basis be financed and recovered
primarily through user charges.

Water and sewer rates are assumed to increase 5% on October 1, 2014 for budget purposes. A new
five -year utility rate study is underway to determine the required rate increase to generate enough
revenue to 'sustain a renewal and replacement reserve and account for the debt service associated with
the new force main and pump station.
The full amount of budgeted use of reserves for capital projects may not be necessary depending on
the outcome of the rate study.
