Manager reported that there had been a misunderstanding last week
on the Little League Program. He said that three members of Council
discussed with some of the parents and members of the Recreation
Department and the misunderstanding was over the cut- off date for
the program. He said this was referred back to the Parks and
Recreation Board and they had agreed to officially end season
with ten games and from there would be offered another five game
season to the children that still wanted to play. He said this
seemed to satisfy those parents that had registered complaints.
Manager reported that he had been contacted by the Chairman
of the Board of County Commissioners and they would like to come
I
to Fort Walton Beach Friday morning at 11: 00 to discuss the
County' s water and sewer program. He said he was first called by
Cecil Anchors from Crestview and asked if the City had permits and
easements to run water from main through Ocean City area and
asked what City planned to do with well contracted to have dug
on Skipper and informed the Manager that City would not be able
to connect the well to the City' s 12n line that runs in front
of the well because property did not touch on the transmission
line. He said the engineer checked after the call
and confirmed that the lot does touch on the transmission line.
He said he then a~ kect the Chairman if the City had violated
any
126
County procedure in going about drilling the well. He said he assured
him the City had violated no procedure and then informed Manager that
the citizens of the area objected to well stating that it would
lower their water table. He said private utility company owners were
opposed. }' lanager said he only had opportunity to mention this
briefly to the City Attorney, but there were three alternatives
open to Council. He said City crould say this was City' s own property
ano do as saw fit and County might initiate action; or
could move well site back to Golf Course area. He said there might
be difficulty in getting to the 12 transmission line. The third
alternative he said would be to move well to western end of town
and into Industrial area. He said additional cost in that area would
be approximately $ 4, 200. 00 due to having to go deeper for water. He
said if well were moved to golf course property additional cost
would be $ 600. 00 forttest well.
Carnathan asked if City had deed to the lot on Skipper Avenue.
I'Ir.
Attorney said deed was being prepared and he had talked with
the Attorney for the Barrow estate who gave every indication that
he planned to go ahead with preparation of the deed.
Mr. Carnathan said in view of this, he moved that this Council
instruct the City 11anager to proceed with the drilling of this
t'lell in all due haste. = Iotion seconded by Er. Rigdon.
ICr. Rigdon asked if the call came from ~~. Landreth himself and ~~ nager
said it did, that the commissioners were in session at the time
of the call, and that was the formal action of the Board. I'.Ir. Long
said he felt City had friends on the commission and he couldn' t
believe that they could look him in the eye and say they would
penalize the City of Fort ' Jal ton Beach for water. I.::
anager
mentioned that the City could be blocked as far as getting
easements needed on county controlled right- of- way.
I: r. Carnathan said he was sure from past action, City was going
to be blocked in anything attempted to do an~rway. He said
further that when City had abided by all laws and regulations
he did not believe they could stop City from proV" idil\lg W'~ ter
to the citizens of Fort Walton Beach. TCr. Ready agrem vlith
