Mr. Long moved that this ordinance not be passed and instead the recoTI1mendation of the Golf Course Board and Council committeeoo adopted at this time that the Golf Course Board remain as is and one representative be selected by I,Ten' s Association and one representative be selected by the Ladies Association to serve as extra members of the Golf Course Board, this to be done by amendment to the ordinance. IIotion seconded by I.Ir. Guidry. Er. Tolbert said he vlaS the one who asked Er . Smith to prepare the ordinance. He said there had been lots of discussion for two years or better and it was his personal opinion that if the City took this way, then the golf course board would act as an advisory board. ~~. Long said this was suggesting that the golf course board be powerless. He said they had already found that it didn' t work satisfactorily on that basis and that was reason board made the recommendation. Ix. Carnathan said it would seem that these associations should have membership on the board but he felt this ordinance should spell out that associa- tions' representatives would be residents of the City. He said if total membership of these two associations should be from beyond City limits, then City would actually be handing control of the golf course to people who weren' t citizens of Fort Walton Beach. rCr. Tolbert said he felt this was a little far f~ tched that the associations would be made up solely of non- residents. I~r. Rogers remind ed Council that there vlere already four members of the board who \' lere members of the men' s association. I'x. Long said these four members were not those persons officially selected by the association to represent them and he felt they should be represented by persons they select. IIr. Rogers asked if two ladies hadn' t been appointed to the Board. City Attorney said for motion to be legal vacancies must be created before appointments are valid. IT. Long said that after an amendment IDordinance for a 7 member board, each association could select a representative. TIr. Long moved that this resolution be approved. Lotion seconded by lIr. Ready and the vote was aye unanimously. II. Rogers asked if legislation as passed didn' t allow City to obtain land on the Island but couldn' t annex it, and r:anager said this was correct. City Attorney reported under old business that at the request of Council he had contacted General Services Administration about their appraised price of the 11. 5 acres of surplus land near the golf course. He said he had done so and they had replied that the appraisal was based on market conditions and the price stood. It was generally discussed that this was too much for the land. Fr. He said the Homes Builders Association had written and the Fort Walton Beach Board of Realtors and they asked that the City also write Congressman Sikes. He said that a survey made last month by the Board of Realtors, showed there were 800 homes vacant for sale and for rent and this includes Valparaiso, Niceville, Destin, and Fort Walton Beach. He said they felt it would very definitely hurt the economics of the area and suggested that the City ask Sikes to help. rr. Carnathan moved that letter be written to Congressman Sikes l stating the problem. I.iotion seconded by Er. Long. IvIr. Long said that in the letter the number of vacant houses ready for occupancy should be mentioned. He mentioned also that one of the rapidly growing areas was five miles from the gate at Eglin.
