Mr. Franklin wanted to discuss the tap fees. Mayor felt they needed to clear the pending motion first. Mr. Smith said he would not be asking for variances if. he had not listened and tried to get them passed and would have saved a ton of money if he had not tried to help the City of Fort Walton Beach by saying he would build off of where there was a possible 4 laning of Brooks Street at the request of the RDA. He said he would have had p,lenty of parking spaces and needed no variances. He noted the real Brooks St. problem of drainage; saying the Engineer had advised of the difficulties in getting right- of- way to ease that problem. Mr. Smith felt he had 31 units ( taps) he felt he shou'ld be credited for and he had discussed with the City Engineer the fact that he could go out in the parking lot and not destroy the trees again anc:l . go through there as long as the City would replace the parking. He said he had one tap and one meter and he would like to have the one tap and one meter for the entire project. He said if that matter needed to go under advisement that was fine, he would come back and see if he could do it right the next time. Mr. Miller asked the Attorney if his research had determined that he had to come back to Council again if that would be hisruJing tnat . it would not be done any other way. Mr. Miller asked if the Public Works Director had developed to his satisfaction such easements and physical facilities that he needed available to the City to put in the utilities, etc. Public Works Director said he and Mr. Smith had discussed this at some length. The Director said the reason he was on the agenda that night was to talk about this. The Director said he could not make the ruling on those items. Vote to the motion was aye unanimously. Mr. Baughman moved that this be referred back to the City Manager and the Public Works Director and they get the RDA aFld discuss the easements and the water tap and come back to Counci 1 with a recorrmendati on for the next Council. Mr. Miller said they had the issue of water taps before them as pending. Mr. Smith asked that that request be withdrawn, saying that was expensive land and he had done his best as far as the City was concerned. 5- 25- 82 069 INDUSTRIAL DEVELOPMENT COMMITTEE Mr. Grant reported that the Industrial COll111ittee met May 15, 1982, and reviewed the request from Rivers Air Conditioning, Inc. to change the location they had requested for , property in the Industrial Park to approximately 2. 8 acres at the corner of Anchors and Blake. Motion seconded by Mr. Bishop I and carried unanimously. Mr. Grantreported that the committee was working with the National Guard Planning people, saying they were tentatively offered a temporary location - the building presently used as our warehouse. He indicated the National Guard were extremely pleased with the facility; its existing capabilities and the potential involved. He said the result of the discussions was the National Guard intent' to review their earlier considerations as far as the type and size of the unit. He said they were also interested that the City was planning to move their workshop space and the existing facilities there might be ideal for an organized maintenance shop which would entail eight to twelve civil service positions. He reported also that they on a tentative basis showed them the property at front of the Industrial Park just south of Lovejoy as a candidate for a permament location and the National Guard was estatic about that. Mr. Miller asked if the pending item concerning Ready Avenue that did not appear on the agenda was discussed. Mr. Grant said that was tabled at the last meeting. Mr. Miller asked if he had any idea when he was going to bring it up again. Mr. Grant said he did not. Mr. Miller said he had asked the Public Works Director to give them an idea of the finances regarding that thing and it was substantial-ly more than they had before them and he urged each member of Council to take the time to discuss this with the Public Works Director. GARNIER' S POST OFFICE BUILDING Mayor asked for Council IS desires on the report on the Garniers Post Office Building - $ 7, 700. 00 . already spent on restoration and an estimated cost of $ 500. 00 to $ 600. 00 to ,complete ' the suggested finish'ing touches. Mr. Baughman moved for app~ oval. Motion seconded by Mrs. Thornber, and carried un an imous ly . CABLEVISION - RAY GORAL, KEN HARVEY, JOHN LAKIN Ray Goral spoke to .Council to discuss the telemeter system Warner was proposing at great expense that would eventually have to be paid by subscribers. He I said it was the feeling of those formerly on a cablevision watchdog committee for the City ,that Warner could achieve the same results by simply adding height to the existing tower.. He indicated they would like to research the City files and test the check points for signals. He indicated they would like to study the Biro study done just a few years back. He indicated they would give the Council guidance on how' to work with the cable people getting the people of Fort Walton ~ each decent cable service. Mr. Goral said the proposed microwave would not make any difference - that it would add to the problem. Mr. Baughman said he would Hke to turn this over in his mind until the next meeting. The Mayor noted a letter written to these individuals in 1973 appointing them to such a c0111l1ittee. Mr. Franklin said since these gentlemen were offering their services again - asking if they were familiar with the recent packet given Council - saying it might be if they were I. 5- 25- 82 070 CABLEVISION, continued given that packet to look at them and come back to Council at the next meeting and tell Council what it said. Mr. Goral said they would like to review any data. Mr. Miller asked why it was necessary for Council to take any action for them to do something they could do as a customer of the cable company anyway. Mr. Goral said the committee disbanded back then. Mr. Miller said he meant as just citizens of interest or customers of the cable joining together to do that and come in and make any presentation at any time. Mr. Goral said the data that is supposedly available to the City was not available to them. Mr. Miller said that was public record, they could come in and get it. Mr. Goral said they had to be able to work with the cable company to get the information. Mr. Miller asked if they would review the technical report from Biro Engineering firm employed jointly by Warner and the City and that recent report received at the last meeting. Mr. Miller asked if they would review those packages and see what additional information - - saying if three interested citizens could join together on their on independently and anyone is free to come in and make a presentation at any time he did not see the need for Council to take any action. Mrs. Thornber said they were offering what information the City had for his committee. Mayor thanked' Mr. Goral. MR. SMITH - REFERENCE PROPOSED BROOKS STREET PROJECT Mr. Smith returned to the meeting from the Board of Adjustment meeting and asked Council for conceptual approval of his project and remov~ his request for variances and not worry about the four- laning which was only proposed and that removed any variances to the project; ' then it would seem if Council approved that plan all' he needed to do was get his building permit. Mr. Baughman moved that conceptual approval ~ n the basis that Mr. Smith had stated. The Mayor ask.ed what Mr. Seibold thought about it. Mr. Seibold said the RDA approved it on the proposition he presented that the widening of Brooks Street and' he could speak to the Board to see if they wanted to take a look at it again; saying the information presented to the Board at that time was trying to work wi'th them on a different approach. Mr. Smith said the only person troucle seemed to be made for because of the discussion of four.- laning of Brooks Street was him. He said he had worked for weeks and weeks with planners , in conjunction wHh future plans of the City. Mr. Smith said he could move within the C- 2 requirements, eliminate all his variances and be under construction in a matter of a few days, otherwise, he had a lot of money invested and four or five weeks would hurt him. He said the only plalll '. was a wide master plan. Mr. Miller felt it was an impossibility pecause they had the RDA and the Planning Board who had approved t~e plan that had come to Council that night. Mr. Baughman felt the fault lay with the City; the Ci:ty had made the mistakes and it was up to the City to cerrect it. Mayor asked on the Downtown Development plan if Brooks Street were not to be widened. Mr. Seibold sald they anticipated that Brooks Street would have to be widened to accommodate redevelopment that would take place along the Sound. t. 5- 25 '. 82 071 MR. SMITH -
