Subject: ITB 11 - 008 Chemical Root Control
considered a carcinogen and carries the signal word " Danger" that is assigned
by the U. S. EPA. There are ongoing studies by the EPA to determine whether
metam sodium is safe for use in sanitary sewers, but most of the current
information is inconclusive or focuses on its use in agricultural applications.
2. 5. Even though the unit prices from Municipal Sales, Inc. were lower than Duke' s Root
Control, the uncertainty with the safety of the metam sodium chemical outweighs the
monetary advantage.
2. 6. The City has conducted chemical root control since 1992 with Duke' s performing all of
the work. The City has only encountered one issue where root growth was found
shortly after treatment. Duke' s returned and retreated the mains at no cost to the City. A
majority of the mains treated in the City are 6 -inch and 8 -inch diameter.
3. FINANCIAL INFORMATION:
3. 1. In the FY 2010 -11 budget for Sewer Collection & Treatment, there is $ 15, 000 allocated
to chemical root control. ITB 11 - 008 calls for an initial contract period of one ( 1) year
with an option to renew the contract for additional one ( 1) year periods up to a total of
four ( 4) additional years.
4. RECOMMENDATION:
4. 1. Staff requests City Council award Invitation to Bid No. 11 - 008 to Duke' s Root Control
of Syracuse, New York to provide chemical root control for sanitary sewer gravity
mains and for the City Manager to execute an annual contract for this service.
