Meatus, City Manager From: Michael Beedie, Engineering & Utility Services Director Date: May 24, 2011 ITB 11 - 008 Chemical Root Control 1. BACKGROUND: 1. 1. Prior to FY 2010 -I1, the City Council had appropriated $ 15, 000 annually for chemical root control to eliminate root intrusion into sanitary sewer gravity mains. The staff would piggyback on other root control contracts within the State of Florida. 1. 2. With the expiration of chemical root control contracts, staff elected to issue an Invitation to Bid to procure an annual chemical root control contract that would allow other agencies to piggyback on. L3. Chemical root control is necessary as tree roots are one of the most frequent causes of sewer main blockages that a utility experiences. 2. DISCUSSION: 2. 1. On January 25, 2011, the Purchasing Division issued Invitation to Bid ( ITB) No. 11- 008 for an annual contract to provide chemical root control. On March 17, 2011, two 2) vendors submitted bids. 2. 2. The two ( 2) vendors who submitted bid packages were as follows: 2. 2. 1. Municipal Sales, Inc.: Base Bid= $ 9, 670.00 2. 2. 2. Duke' s Root Control: Base Bid = $ 11, 080. 00 2. 3. The quantities used to evaluate the bid prices were estimates and will change each year based on necessity and budget. The unit prices for each pipe size will be utilized in the annual contract. 2. 4. Even though Municipal Sales, Inc. provided lower unit prices for the chemical root control, their method of application and product did not fully meet the specifications for the following reasons: 2. 4. 1. In Section E. 5 of the Technical Specifications, it states, " Hydraulic sewer cleaning machines will reduce treatment effectiveness by damaging root growths and inhibiting their uptake of chemical. Hydraulic sewer cleaning machines shall not be used prior to, or during the treatment process ". Municipal Sales, Inc. utilizes hydraulic sewer cleaning machines to apply the root control chemical. 2. 4.2. Even though Staff allowed Municipal Sales, Inc. to submit their chemical, there is uncertainty to the safety of their chemical because metam sodium is Packet Pg. 23 8. 3 a City Council of Fort Walton Beach ENGINEERING & UTILITY SERVICES
