remembered correctly, the Golf Course architect had said there was
not enough room to add another 9 holes without relocating most
1
of the present 9 holes. He also said that if the 9- hole course
was so crowded,
obviously we play need more holes to on, because
the people who play the 9 holes are primarily those who cannot
get a place to play on the large course, and anyone who wanted
to play only 9 holes could play 9 holes on either one or the other
l8- hole course.
Mr. Clodfelter asked if the architect was ever asked to work
toward another new 9. Mr. Bures stated that he was, and explained
why it would not work out.

Committee of the Whole had asked that the Finance Director check
into financing, etc. Mrs. Thornber asked if the item could be
agenda' d for the first meeting in November. Mr. Patrick also
reported that he had asked Bob Sisson, Golf Course manager, for
some additional financial information on the course.
GOSPEL MUSIC Mayor noted that there was an item on the agenda requesting that
PRODUCTIONS Gospel Music Productions be allowed to have a fund- raising concert

PARK. did not allow fund- raising in the Park, and they had accepted
that answer, but he had the item agenda' d because they had add-

I checking account; therefore, this is a bid by an individual.
City Manager stated that he had contacted Mr. Cooper and asked
him if he individual could meet Park criteria, and he
as an

FIRST NATIONAL City Attorney reported that he had received a call this date
BANK BONDING from the financial representatives of Beachline
Corporation,
and they reported that they thought they had an alternate
course of bonding which will not include the
Enterprise Zone &
they want to present their inducement resolution at the next
Council meeting. However, they would like to continue with
the Enterprise Zone ordinance, in case there is a fall through
with this current bonding proposal.
City Attorney reported that the objective is to complete the
bond issue before the end of the year. Their construction
will depend upon approval of the high rise ordinance, so they
won' t be able to start construction
right away, but they do
want to get the bonding approved before then.
Mr. Miller asked if the Enterprise Zone was not of importance,
regardless of the Beachline project. City Attorney stated
that Beachline had been in contact with the Governor' s office
and they don' t see any relief in the moratorium on Enterprise
Zones until 1986. Mr. Miller stated that the item mayor
may not be back before the Council. City Attorney stated that
the bond issue will definitely be back before Council, but
the Enterprise Zone may not.

not constitute a conflict of interest, and he would continue to
vote on items concerning this matter.

in the future regarding this matter to accomodate the developers.
Mr. Burgess of Genesis Properties, the realtor working on
Jim
the project, stated that they were still negotiating with property
owners in the area, and have contracts on 80% of the properties.
All they are interested in is the bond issue, and having it
completed before the end of the year.
Mayor asked Mr. Miller if that answered his question. Mr. Miller
replied that it did, that he considered that to mean they will
need no further assistance from the City.
