EXPANSION at this time he did not know where the additional monies would
DRAWINGS come from. Mr. Patrick stated that, at this time, the expendi-
ture of $ 11, 000. 00 would not exceed the current budget, but
as work continues, it eventually will.
Mr. Miller moved that item 8A4A be amended to strike the language

until such time as we know how the action will be taken. Motion
was seconded by Mrs. Thornber. Mrs. Battle asked what this would
do to the project. Mr. Miller said the project would proceed,
and he does not object to budgeting an additional $ 11, 000. 00, but
until we know where the money will come from, the motion should
not reflect that matter. Mr. Patrick asked the Director of
Finance if he knew where the monies could be found. Mr. Evans
stated that it could be taken from the reserve, but he feels
that the motion should be leftas it was to relect the intention
of Council. Miller withdrew his motion for amendment, and

GOLF COURSE Mayor recognized Mr. Robert Clodfelter, citizen, who asked to
EXPANSION speak regarding the Golf Course expansion. Mr. Clodfelter
stated that he uses the little 9- hole course frequently, as he
is not an avid golfer, and the 9- hole course is more fitting
to his golfing. He believes many others used the small course
for similar reasons, and they would not be interested in playing

the City consider building

remaining land that the City

owns behind the present 9- hole course. Mr. Clodfelter said,
in reference to the recommendations of the Golf Associations,
that he has been told that only 20% of the members of the
Associations are City residents, and does not feel they should
be the only ones to have a say in the matter.
Mr. Clodfelter said that the City should spend its money on
something more important to attract tourists to the City. He
feels that right now, all tourists use Fort Walton Beach for
is a route to get to Destin, Okaloosa Island, or other places.
He noted that Destin is building up so fast with attractions,
restaurants, and all- around facilities, that soon no one will
need to come to Fort Walton for anything, and the Council should
be working toward attracting the tourists back to the City,
and the Golf Course is not necessarily going to be that
attraction.
VOTE ON COMMITTEE Mayor called for the vote on approving the Committee of the
OF THE WHOLE Whole Report, as amended, and it carried unanimously. Mr.
REPORT Franklin stated for the record that he arrived late at the
Committee of the Whole meeting, and if he had been there, he
would have voted against item 6A.
AUTHORIZATION Mayor stated that an emergency item had come up, and that was
FOR EXPENDITURE construction of a computer room for $ 7, 500. 00, and the reason
TO CONSTRUCT it was not on the Committee of the Whole agenda was that a
COMPUTER ROOM quote had just this date been received. Mr. Rivers moved that
the estimate of $ 7, 500. 00 for construction of a computer room
be approved, and the work be contracted, after written esti-
mates are received. City Manager stated that this amount would
remove existing walls, construct install an new walls, and
air conditioning system. Mr. Miller asked if the line item
included funds for this construction, and the City Manager
confirmed that it did. Motion was seconded and carried
unanimously.

GOLF COURSE Mayor asked if anyone else had anything to on
EXPANSION Golf Course expansion. Mr. Franklin stated that, in reference
to Mr. Clodfelter' s comment about an additional 9- holes, that
plans had been on the books for years for an additional 9, and
he personally feels we need two equal IS- hole courses, because
the play on the " championship" 18 would so far outweigh the
play on the other holes, that it would not be financially
feasible, or beneficial.

He further reported that there is a terrific backlog on the
small course, especially during " snowbird" season, and that
to him that the small course gets a lot of use.
