Mr. Huber' s explan- ation is perhaps an addition of items to his bid rather than a clarification, but it still does not meet specifications. This is my understanding. City Manager further explained that there has been a 43, 000 piece of equipment demonstrated, which was used. They have offered to sell this to you for $ 39, 000. You didn' t ask for used equipment. Then they demonstrated a piece of equipment that did meet the specifications, but it was not the item bid which lacked at least these three points. I Mr. last Rigdon stated that he took the bids night and compared them. They have bid a base price of $ 32, 778. 00 with an add- on of $ 1, 500 which would bring the bid up to about $ 34, 000. 00. They also gave an Alternate I of $ 39, 000 and an Alternate II of $ 42, 000. 00. In reading the specs that I went over last night, they have a different type of camera. You asked for an F 1. 4 lens and they bid an F 1. 8 lens. There is a deviation there. If these gen- tlemen had bid what we asked for, the bids would have been close. Mr. Huber stated that he did bid the low light level camera as part of his low bid price. I also bid the 530 angle lens as part of my low bid. Certainly there are minor differences between the equipment. I have over 40 municipal customers in Florida-- over 500 in the country. If you are saying that because there is a minor difference you caBnot accept the equipment, then you have a closed bid. The $ 39, 000 bid includes many other things that your specs did not call for. That is a completely different piece of equipment for your consideration, but the other one does meet your specifications. Mr. Hunt stated that in view of the fact, and without getting into personalities, and keeping in mind that the responsibility of Council is to purchase equipment that will meet the specifications for the least amount of money, I would like to move that we table the awarding of this bid for two weeks until we can study the bids and corne to a satisfaction in our minds that there is a difference. I can appreciate the fact that Mr. Huber is in the business to make a living, but also to save the tax- payers money. Motion was seconded by Mr. Palmer and carried unanimously. Mr. Rigdon stated that he would like to see this put on the committee agenda, so that the Police Chief, Fire Chief, and the trustees can meet with us and we can solve this. ft~~ 243 6' - - Mr. Hunt stated that we have the concurrence of the Police Chief and the Fire Chief that this is what they want. Mr. Baughman asked how this plan balances between these departments and the general I employees. City Manager replied that it will be pretty close. However, it will be weighted on the side of the Fire and Police employees. We have asked in turn for an improvement in the General Plan. Mr. Baughman asked City Manager if he was saying that we are not going to cause hard feelings between one group of employees and another group. City Manager replied, no, I am not telling you that. Mr. Council study the Baughman moved that plan for two weeks and put it back on the Committee Agenda. Motion was seconded by Mr. Hill and carried unanimously. DAYS INN MOTEL - PLUMBING City Manager presented the following BILL recommendation from City Engineer refer- ence Smith Plumbing Invoice for work done at Days Inn Motel: tlRecommend the invoice for $ 736, 15 be paid. On March 12, 1976, City crews investigated a sewer problem at the Days Inn Motel at 135 Miracle Strip Parkway, S. W. No pro- blem with the City lines was found. On March 13, the problem occurred again. The motel manager called Smith Plumbing to check the motel lines. They located a man- hole where the motel line ties into the City main. The manhole was almost over- flowing. Smith Plumbing brought in a pump, pumped the manhole down to check the motel line. City crews removed some boards and debris from the manhole, ( person or per- sons unknown had raised the manhole cover I and filled the manhole with boards, pieces of carpet and other debris). The main line was now partially open and would handel most of the sewage flow. City- owned equipment to completely clear the line was not in operation and would not be available until sometime Monday, March 15, a pump was en route from the factory). Smith Plumbing then left his pump in the manhole and maintained it on an as needed Ii '" ,~~_._ i"._~..,.,......_<- i<~_~,..~<~~~'__."'.....~._~..,. 244 6~/ 7~ basis from late Saturday, March 13, until early Monday, March 15, when the line was
