EQUIPMENT BIDtI nized Mr. Wally Huber, representative of
Cues Corporation. Mr. Huber stated that
he is interested in supplying the best
piece of equipment for the best price.
We attempted to bid two specifications as
well as we could. Item for item we did
supply exactly what the City asked for.
I think there were only two items in ques-
tion. One had to do with the camera. You
asked for a low light level type. We did
bid what we call a low level type. I
1
also bid a standard camera.
Mr. Griffin, City Engineer, stated that
this was clarified after the bid was
opened. We made the recommendation based
on the bids. It was not set forth in the
specs.
Mr. Huber stated that the second question
was about the joint testing capability.
Your specs did not call for that item, and
0,h~ - -241
it is generally an optional item. As a
result, I quoted that as an optional add-
on for $ 1, 500. If you take my base bid
price and add the $ 1, 500, I am still low
bidder. We did invite from your people
any questions, any additional information
I
or any explanations that would clarify
our bid. I think when you have a situation
like this that it is critical that your
people ask questions. Mr. Huber then
presented a letter to Mayor Pro Tern clari-
fying his bid.
Mr. Hunt stated that from what Mr. Huber
has said and from what the other repre-
sentative said yesterday, this piece of
equipment meets the specs that we asked
for on the bid. These two items were
picked up here, and since there is a dis-
pute, he asked Mr. Griffin if he felt the
equipment met the specifications of the
bid.
Mr. Griffin replied that it does not meet
the specs as they were presented at the
opening of the bids.
Mr. Hunt asked, with the additional infor-
mation, does it meet the specifications?
City Manager explained that City Engineer
is saying that the written bid did not
conform to the specs.
