Mr. Tucker advised his purpose in bringing this before Council is to discuss moving the tax obligation for these three historical sites from the city taxpayer to the general public. Mr. Tucker moved to direct the City Manager to return with recommendations by the June 24 meeting for moving the cost of care for the Indian Temple Mound Museum, Camp Walton Schoolhouse, and Garniers Post Office to a non- profit organization or a not- for-profit organization. Dr. Pullen seconded motion. Doug Reed, representing MainStreet, stated the feeling that downtown is headed in the right direction, and presented a proposal from the MainStreet organization, which he asked Council to consider. The proposal suggested that an ad- hoc advisory committee be appointed to review the current operation and management of the Museum and similar facilities, and be composed of representatives from various City staff, Friends of the Museum, and MainStreet, among others. He advised the committee should be instructed to solicit and obtain maximum public participation through public meetings and other methods as appropriate, and all meetings would be held at City Hall. I Mr. Reed advised the committee could be valuable to Council in that it would give Council insight as to what other communities do regarding their museums and historical sites, and asked for a time for the public to come and give their input and ideas. The City Manager advised that Council needs to make a motion to create an ad-hoc committee with the recommended membership. He stated 1?- e would put an item on the next agenda for the appointment of a citizen- at- large' for the committee. Mr. Tucker amended his motion to direct the City Manager to return with recommendations by June 24 for moving the cost of care for the Indian Temple Mound Museum, Camp Walton Schoolhouse, and Garniers Post Office to a non- profit organization or a not-for-profit organization; that the City Manager follow the guidelines of the MainStreet proposal and create an ad- hoc committee with a mission to: 1) Review the current operation of the Museum. 2) Research methods of operation and management at similar facilities. 3) Research and evaluate possible operational and management alternatives. 4) Propose a management and operation plan for City Council no later than the end of this calendar year; and the Committee be composed of one representative each from Member of City Staff, Indian Temple Mound Museum Staff, Friends of the Museum, Fort Walton Beach MainStreet, Greater Fort Walton Beach Chamber of Commerce, Emerald Coast Science Center, Okaloosa County School District, Musical Echoes, Muscogee Nation, and a resident of the City of Fort Walton Beach, at large. Dr. Pullen accepted the amendment. Dennis " Standing Bear" Compass, Chairman of the Friends of the Museum, stated the land the museum is on is a sacred site, and expressed the feeling that it is the City' s obligation to take care of the Indian Temple Mound. He also discussed the committee looking into utilizing the Museum staff to enhance educational possibilities in the schools. Council advised they are not looking to do anything to harm the museum since it is a tremendous asset to the community; rather, it is looking for avenues to reduce the burden on the taxpayer.
