DISCUSSION:
The Library Plaza plans include the following revisions:
1
The use of colored rather than brick pavers ( see CRA Board of
concrete
Commissioners recommendation). The area to be in concrete has been reduced,
leaving a large area of the Plaza in sod. Concrete will be used primarily for the
entrance to the Library and the abutting public sidewalk, matched to the color of the
in
existing pavers along the west side of the library. The design has been maintained
that portion of the concrete remaining.
A hedge has been used for screening the transformer and backflow preventer at the
southeast comer of the Plaza rather than an enclosure of masonry piers and metal
grillwork featuring the scrolling wave motif.
The landscaped areas will have lighting to highlight the plant materials. If additional
lighting is necessary, low bollard light fixtures will be used as in the original plan. two
A flagpole will be centered in front of the library building, and will have
spotlights at the base of the pole to illuminate the flag.
An annual flower bed has been added to provide a transition from the concrete and the
sod. It also provides a completion of the concrete design.

PROPOSED LIBRARY PLAZA PLANS
Review of the proposed plans for the Library Plaza.
Missy McKim, CDS Director, advised the design for the Library Plaza was scaled back to reduce the cost of the
Plaza. The Staff worked with the Library Plaza Committee to come up an alternative plan. Ms. McKim
discussed the major changes, including changing the sidewalks and hard surfaces from pavers to colored
concrete, which will match the bricks already laid; and the area that was to be continued with the wave design
will now be grass.
The landscape plan basically remains the same except the front landscape area will be removed, and a few trees
will be added adjacent to the flower bed. She advised the low wall will be removed and a hedge will be used to
buffer equipment, etc. Ms. McKim informed if the Board approves the scaled-back plan, it will then go to
Council and to out for bid to see what kind of pricing we get on it.
The Board discussed at length the feasibility of using colored concrete in lieu of the pavers with the wave
design. It was noted that besides the fact the pavers are expensive, they are not pedestrian friendly. The CDS
Director suggested that alternative bids could be requested for pavers as well as the concrete.
Also discussed was the use of the wave pattern as often as possible throughout the city as the opportunity
permits.
Further discussion included the fact there are no plans for additional parking in the MainStreet area at this time.
Additional parking has been provided with on- street parking on Brooks. The parking lots downtown have been
cleaned up and irnproved.
Edna Schneidenback, 225 Alconese, expressed her opinion that a water feature in the Plaza would be nice, but
was advised because of budget restraints and safety issues it would not be a good idea.
Ms. Nagy moved to accept the scaled down plans for the Library Plaza with alternative bids for pavers as well
aspaved concrete, and forward to City Council for their approval. Mr. Garvie seconded motion and it carried
unanimously with DeShotels, Fiasco, Garvie, Nagy, and Thrush infavor (Gibson and Wenzel absent).
