I. Complaint System
Mr. Mike Stenson, Deputy Director of Airports, provided the following report relating to
the Noise Complaint System:
e Received 50 noise comments from 10 distinctly different household since
activation of Noise Complaint System on September 5, 2014
e 27 comments filed were related to propeller aircraft; 14 comments were helicopter
related; 6 were for jet-related activity; 3 comments for unknown aircraft type
All 50 complaints were from the City of Destin
e 27 comments were from one location; 7 complaints from another location
Half the number of complaints came from areas adjacent to the airport; 5
complaints from outlying areas; 18 complaints came from clusters in the north
area of the airport runway; 29 complaints originated from the Indian Trail arca
(27 of which came from one household at Indian Trail); 18 complaints from areas
adjacent to the airport runway at north end
Committee member 1zzo commented it would be difficult to make any kind of decision
with regards to the problem areas when more than half the number of complaints was coming
from a single household.
Mr. Harman stated in standard deviation, this type of data will not be considered as part
of the overall analysis. Their goal is to identify the true impact locations. Right now they are
just collecting data, and that they want 12 months of current data because they were working
under documents developed in 2007/2008 timeframe.
Committee member Barr stated they need to get the information out and possibly
schedule a meeting to explain the concept of the complaint system to a larger group of people,
they could probably get more people to actually use the complaint system
Mr. Harman noted this committee had previously discussed this issue and that he had
committed a budget amount for getting the word out about the complaint system. He also stated
that the City has the resources to reach out to its own citizens better than the County.
Committee member Stapleton stated that producing some things like door hangers or
magnetic items on the refrigerator advertising the Complaint System should come in handy.
Mr. Harman stated they could produce such items and ask the City to disseminate them to
its citizens.
Committee member Barr moved to allow the County to provide the items
advertising the complaint system and provide them to the City to be distributed to
residents impacted by noise coming frem the airport; seconded by Committee member
Izzo. Motion passed 5-0.

Committee member Izzo moved that they asked the airport authority to go forward
with the plan to construct a sound wall in the most impacted areas around the airport and
to incorporate it into their capital improvement program; and for the Destin City Manager
to be notified that this committee made this recommendation. Committee member Diez
provided a second the motion, which passes 5-0.
