8. The classification of the operator, the number of days per week, and the
number of hours per day specified in the above charts are minimum
requirements. Upon proper justification the Department may require a
higher classification, more frequent visits or more hours per day in those
cases where the treatment system has public access irrigation or is in close
physical proximity to Class I waters, Class II waters approved for shellfish
harvesting, or Outstanding Florida Waters. The Department shall provide
i.
to the permittee or supplier written notice of its intent to impose these
more stringent requirements, setting forth with specificity the reasons
which justify the Department's proposed actions. Within fourteen days of
receipt of notification, the permittee or supplier may request a public
hearing before a hearing officer pursuant to Chapter 62- 103, F. A.C., and
Chapter 120, Florida Statutes.
9. For A and B plants, the lead/chief operator shall be on duty for one full
shift each duty day. In cases when the lead/chief operator supervises the
operation of two plants located in close physical proximity, the shift time
may be equally divided between the two plants.
III
10. When a plant treatment system includes a combination of more than one
treatment process, the most complex treatment process shall be used to
classify the plant.
III
In summary, the selection of the MLE oxidation ditch process maintains the existing
Class B designation and will not impact the City' s operational requirements of the
facility.

SECTION 7
lit LOCAL RECLAIMED WATER REUSE AL TERNA TIVES
a.
7. 1 INTRODUCTION
I
Planning and managing water resources in a city-wide or basin-scale watershed are
complex tasks that involve a variety of technical, institutional and public health issues.
I The complexity of the planning increases as the demands on the need for alternative
sources of water increase. The following will evaluate the various sites available for the
I development of a public access/ urban reuse system in the City of F ort Walton Beach near
the City' s Municipal Golf Course. This evaluation will only consider beneficial reuse,
I such as new public access level spray irrigation sites. The primary task is to assess the
potential reuse rates in a specific area. The areas considered include expanding the
I existing irrigation area at the Fort Walton Beach Municipal Golf Course and expanding
the reuse system to include the County Fairgrounds, Municipal Softball Complex, and
I medians and roadside areas along Lewis Turner Boulevard.
The primary consideration for the City with regard to the operation of the system is to
I decide whether or not the reclaimed water system will be interruptible. For the initial
assessment of this program, an interruptible source was considered. Further analysis
I regarding the operations of the City' s reuse system shall address the design requirements.

II. 7.2 LOCAL ALTERNATIVES ANALYSIS
I The types of reuse generally provide reclaimed water for various nonpotable uses within
I
an urban area. The potential types of sites that could be evaluated include:
I"" 1. Irrigation of public parks and recreation centers, athletic fields, schoolyards and
playing fields, highway medians and shoulders, and landscaped areas surrounding
t public buildings and facilities.
2. Irrigation of landscaped areas of single-family and multi- family residences,
iii general washdown, and other maintenance activities.
3. Irrigation of landscaped commercial, office and industrial developments.
4. Irrigation of golf courses.
ill
5. Commercial uses such as vehicle washing facilities, window washing, and other
uses.

For the analysis included in this report, there are three ( 3) primary sites available in the
City that can be used for the public access reclaimed water near the City' s WWTP.
These sites are listed below and shown in Figure 7- 1:
1. Expanding the irrigation at the Municipal Golf Course
2. Irrigation at the Fairgrounds and Municipal Softball Complex

characteristics. Letters, from A to D, designates Hydrologic Groups. Group A soils have
high infiltration rates and low run- off potential, and Group D soils are soils with very

slow infiltration and high run- off potential, see Table 7- 1. A soil is assigned to two ( 2)
II
Groups if part of the acreage is artificially drained and part is undrained. Such as, Group
filii BID soils are soils with very slow infiltration that have been partially drained. Figure 7-
I. 1 illustrates the various soil groups contained in the three ( 3) proposed public access
III reclaimed water reuse sites. A soil type B is assigned for the Lewis Turner Boulevard
median and roadside areas due to the placement on fill.
