I 2. 3. 2 Wastewater Treatment Plant
The City WWTP was constructed from 1979 to 1980 and was upgraded in 1992, with the
addition of tertiary filtration to a public access sprayfield, high- level disinfection for portions of
flow going to the public access reuse sprayfield ( R002), and modifications to the existing
I sprayfield to reduce ponding during periods of wet weather. The existing facility is presently
permitted to treat 4. 50 MGD maximum month average daily flow with up to 1. 55 MOD tertiary
filtration. The City of Fort Walton Beach WWTP currently operates under FDEP Permit No.
FLAlOI923- 002- DWIR/NR, which expires on April 1, 2004. The permit conditions are
I summarized in Table 2- 1. The locations of the City's WWTP and effluent disposal sites are
illustrated in Figure 2- 1. Whereas, an existing aerial photo with a site plan of the City's WWTP
I and the process flow schematic are provided as Figures 2- 2 and 2- 3, respectively. The existing
treatment stream flow from the plant headworks through the facility to the holding pond is driven
by gravity.
i
Based on laboratory reports, the overall CBODs removal rate of the entire facility during the last
I two ( 2) years ranged from 91- to 97- percent. The removal rate is above the typical design
removal parameters for this type of facility, which ranges from 65- to 90- percent.. The high
I removal rates can be attributed to the low flows entering the facility. Presently, the facility is
operated at approximately 57- percent of the intended treatment capacity of the facility. The
lilt
historical wastewater flows will be discussed further in Section 3 of this report.
