W SECTION 2
EVALUATION OF SERVICE AREA AND EXISTING FACILITIES
2. 1 INTRODUCTION
t'!
Ii
This section presents a review of the City' s wastewater service area and provides the City with an
assessment of the existing conditions at the City's WWTP including a description of the
i treatment facilities.
I 2. 2 WASTEWATER SERVICE AREA
I The City of Fort Walton Beach' s existing wastewater service area includes the south-central
portion of Okaloosa County encompassing approximately 7.4 square miles. The service area is
1\1 bounded by Eglin Air Force Base to the north, Choctawhatchee Bay to the east, Santa Rosa
Ii Sound to the south, and Hurlburt Field to the far west. The area is dissected by the service area
for Okaloosa County Water and Sewer. The service area includes the City of Fort Walton Beach
IiIiII and Township of Cinco Bayou ( population of about 540). Figure 2- 1 shows the geographic
location of the City' s wastewater service area. The City's wastewater collection and transmission
II1II system consists of approximately 106- miles of gravity sewer, l3- miles of force mains and 42
wastewater lift stations, strategically located throughout the current wastewater service area.

Residential usage accounts for almost 50- percent of the land use in the City, while commercial

and industrial categories comprise approximately 16- percent of the total. Public buildings,
grounds and other public facilities represent l4-percent of the total land use. Finally, recreational
land uses account for approximately l2- percent of the area, and undeveloped land represents
approximately 8- percent of the City limits.

II The residential land use category includes three ( 3) subcategories, which include low density ( 2. 0
dwelling units per acre), low medium density ( 3. 0 to 4. 0 dwelling units per acre), and medium
density ( 8. 0 dwelling units per acre) land uses. The individual percentage breakdowns of the
Ii
residential land uses are as follows:
I Low density: 46- percent.
Low Medium density: 3- percent.
I Medium density: I- percent.
Total Residential = 50- percent of total city-wide land uses.
I
Of the 7.4 square mile ( 4, 736 acres) area, the commercial and industrial portions of the land use
I consists of approximately 375 acres and 252 acres, respectively. The commercial category
primarily includes retail and wholesale trades, offices, hotels and motels, restaurants, automotive
Whereas, the industrial category includes both light and
I service stations and repair facilities.
medium industry, which includes such industrial land uses as assembly and processing facilities,
warehousing, and shipping facilities.
I
The public buildings and grounds land use consists primarily of educational, religious, health,
I libraries, governmental offices and civic meeting halls. Other public facilities include water and
wastewater treatment plants and appurtenances ( i. e., water distribution and wastewater collection
I and transmission rights- of-way, lift stations sites, etc.), roadways, other miscellaneous utilities
i.e., cable television, telephone communications, gas, etc.) and rights- of-ways thereof.
I.., Recreational land uses primarily include regional, community and neighborhood park areas
within the City.

II 2. 3 WASTEWATER FACILITIES
I 2.3. 1 General Infonnation
I The City of Fort Walton Beach' s wastewater system is comprised of a collection, transmission,
treatment and effluent disposal system which, as of August 2002, provided wastewater service to
total of 8, 889 accounts. These accounts designated as residential/light commercial,
I a are
industrial, or categorical industrial customers. The distribution is as follows:
Residential/ Commercial: 8, 849.
I Industrial ( no monitoring required): 39

I
I".. The total number of wastewater customers receiving service from the City has remained very
constant over the past 5 years; with as few as 50 additional customers since 1998, based on a
fill
review of the City' s billing records. This is also supported by the low percentage ( 8%) of
undeveloped land in the City. Generally, the service area can be considered as " built out".
i The City's wastewater collection and transmission system consists of approximately 1 06- miles of
gravity sewer, 13- miles of force mains and 42 wastewater lift stations strategically located
I throughout the current wastewater service area. The City of Fort Walton Beach WWTP is
permitted to treat 4. 50 MGD on a maximum monthly average daily flow basis. The plant is
I located off Lewis Turner Boulevard on Percy L. Coleman Road as shown in Figure 2- 1. The
WWTP is a fixed film rotating biological contact facility that discharges effluent to one ( 1)
I restricted access sprayfield and/or the City' s municipal golf course. Other components of the
liquid train treatment process include pretreatment ( screening, pre- aeration and grit removal),
primary and secondary clarification, and disinfection. The facility is also permitted to provide up
I to 1.55 MGD ( monthly average) of side stream tertiary filtration through denitrification sand
filters.
I
The sludge generated within the wastewater treatment process is treated using two- stage
fill
anaerobic digestion and dewatered using vacuum filters. The dewatered stabilized sludge is
hauled off-site by the City and disposed of at an agricultural use site, Earl King Farms, consisting
of 268 acres near Freeport, Florida.
ill
The WWTP' s effluent is disposed of by reuse land application; permit capacities are as follows:
