1.3 SCOPE OF SERVICES
The Scope of Services for this project is to prepare a WWTP Facilities Plan that will provide the
City with the necessary guidance to plan and upgrade the City' s WWTP. The first deliverable
for the City' s review is a Preliminary Draft Report focusing on the secondary treatment process
ill
of the WWTP. The second deliverable is a Final Draft Facilities Plan Report focusing on
improvements to the entire WWTP and public access reuse system. Each report is comprised of
I various tasks of our Scope of Services that include the following:
I PRELIMINARY DRAFT REPORT
I Data Collection. Review and Analysis: Compile and review data collected from
the offices of the Florida Department of Environmental Protection ( FDEP), City
I Public Works Department, and Northwest Florida Water Management District
The data collected includes, but not be limited to, FDEP Discharge
NWFWMD).
Monitoring Reports ( DMRs) for the WWTP, WWTP design criteria, drawings
I and engineering reports, and other relevant information. Evaluate the historical
operations of the WWTP, reuse application and residuals management to
t determine site specific flow criterion and raw sewage characteristics. Project
customer connections for the next ten (10) years and the resulting sanitary sewer
flows. Provide discussion text to describe and illustrate the evaluation findings.
II Existing Wastewater System Evaluation: Review and provide an overview of the
City' s wastewater treatment system including headworks, plant process
water/pump station, grit removal, primary clarification, solids pumping and
IW
handling, residuals storage and stabilization, secondary treatment, secondary
clarification, disinfection, filters and solids dewatering. The review of these
I elements will consist of an inspection of each element and include observed
problem areas or elements.
I
Perform an engineering and operations overview to encompass the WWTP' s
I secondary treatment. The review of the WWTP will consist of the inspection of
the secondary wastewater treatment process components, and include the
modifications necessary to optimize the facility and/or meet the FDEP permitting
I requirements. Instrumentation and automation review and modifications will be
included in this task.

Each process alternative shall be laid out and costs provided from a capital cost
standpoint, and improvements necessary on the existing system. Evaluate as to
site layout, need for property, need for construction easements, phasing of
construction, and maintenance of operations.
Preliminary Draft Facilities Plan Document: Provide copies of the Preliminary
I Draft Facilities Plan documents to the City staff for review. A review meeting
will be conducted to review the Preliminary Draft Facilities Plan document and
I discuss any comments the City may have. As a result of the review meeting, the
City' s comments will be incorporated and the Final Draft Report will be prepared
I to include recommended improvements to the entire WWTP and the City' s public
access reuse system.
I
FINAL DRAFT REPORT
I Reclaimed Water and Effluent Disposal Evaluation: Review and provide
modifications to the City' s reuse system. This includes pumping, storage and
I distribution of reuse water at the City' s golf course. Additional recommendations
are made, if warranted, regarding increasing the level of treatment. Address
I agronomic concerns resulting from application of the reuse product.
I Perform a preliminary assessment of expanding the City' s reuse system to the
I
fairgrounds, sports recreation facility, roadway medians and roadside open space,
pi and one ( 1) other potential reuse customer/ destination. Assessment includes

location maps and soils maps of the reuse sites, estimated loading rates, projected
disposal rates and written narrative describing our analysis.

Residuals Stabilization and Disposal: Review the biosolids residuals regulations
I with respect to the existing treatment and disposal practices, potential treatment
processes and practices, and recommend and identify the stabilization and
I disposal components necessary for future improvements. Recommendations
focus on the City' s current practices at the WWTP ( stabilization, dewatering and
disposal method, and potential alternative stabilization,
I conveyance), current
dewatering, conveyance, and disposal options with respective costs.

I Economic Analysis: Conduct economic analyses on the alternatives developed in
the Preliminary Draft Facilities Plan document. The economic analyses utilize a
I."
Ii Life Cycle" approach for the purpose of identifying the long- tenn cost
effectiveness of each alternative. The Life Cycle approach consists of identifying
I the total net present value of both capital and operating annual cash flows for each
alternative. We utilized estimates of capital and operating cash flows developed
for the purpose of this study, which may include but are not limited to upgrades,
I refurbishments, equipment, appurtenances, engineering, capitalized financing
costs, labor, power, chemicals, maintenance and renewals. The tenn and discount
I rate for the Life Cycle analyses is consistent with financial policies and criteria
commonly used and concurred by the City. In addition, one each Life Cycle
I analysis alternative is shown based on expectation of grant( s) to reduce the City' s
capital investment as necessary.
I
Wastewater System Capital Improvements Planning: Based on the results from
the Preliminary Draft Report, detennine a capital improvement timeline for the
I proposed planning period. The proposed planning period will be based on Fiscal
Years beginning in October 1, 2003, and ending on September 30, 2008. Develop
I a schedule for each secondary wastewater treatment option with proposed dates
for beginning of construction and the date when the facility should be on- line.
I. Show the preliminary opinion of cost of the facility in each option and with
associated improvements to the pretreatment system, disinfection, residuals
I management, and plant process pump station. Consult with the City for any
additions, deletions or changes to the
