ORDINANCE NO. 16-__
AN ORDINANCE OF THE BOARD OF COUNTY
COMMISSIONERS OF OKALOOSA COUNTY, FLORIDA,
AMENDING THE OKALOOSA REGIONAL AIRPORT
GROUND TRANSPORTATION POLICY AS ADOPTED BY
ORDINANCE 14-01; ESTABLISHING DEFINITIONS,
POLICIES, PROCEDURES AND TRIP FEES PERTAINING
TO TRANSPORTATION NETWORK COMPANIES AT THE
DESTIN-FORT WALTON BEACH AIRPORT; FURTHER
AMENDING THE POLICY TO INCLUDE THE NEW NAME
OF THE AIRPORT AND TO CLARIFY THE LANGUAGE
OF THE POLICY; PROVIDING FOR SEVERABILITY AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, on March 1, 2014, the Okaloosa County Board of County Commissioners
(“Board”) adopted Ordinance 14-01, which established rules and regulations governing operations
at the Okaloosa Regional Airport; and
WHEREAS, included as Attachment #1 to Ordinance 14-01 was a Ground Transportation
Policy (“Ground Transportation Policy”); and
WHEREAS, since 2014, Okaloosa County’s Airport name has been changed from the
Northwest Florida Regional Airport to the Destin-Fort Walton Beach Airport; and
WHEREAS, new technology-based companies that use digital platforms to connect riders
and drivers utilizing their personal vehicles have begun operating for-hire ground transportation
services in Okaloosa County and through the county, calling themselves transportation network
companies; and
WHEREAS, the Board of County Commissioners of Okaloosa County, Florida (“Board”),
desires to amend the Okaloosa Regional Airport Ground Transportation Policy in order to regulate
the operations of transportation network companies on Airport property in Okaloosa County for

the purpose of safeguarding the life, health, safety, property and welfare of the people and visitors
to Okaloosa County; and
WHEREAS, the Board finds it in the best interest of the public to amend the Ground
Transportation Policy, to reflect the Airport’s new name, create policies, definitions and a trip fee
for Transportation Network Companies, and other minor modifications to further clarify the
Ground Transportation Policy.
NOW, THEREFORE, be it ordained by the Board of County Commissioners of Okaloosa
County, Florida:
SECTION 1. FINDINGS OF FACT.
The above recitals are incorporated by reference into this Ordinance and are adopted as
Findings of Fact.
SECTION 2. AMENDMENT OF ORDINANCE 14-01, ATTACHMENT “1”, THE
OKALOOSA REGIONAL AIRPORT GROUND TRANSPORTATION POLICY.
Ordinance 14-01, Attachment “1”, the Okaloosa County Regional Airport Ground
Transportation Policy is hereby amended as attached hereto as Attachment “1” to this Ordinance.
Those words in Attachment “1” which are stricken words indicate deletions, underlined words
indicate additions.
SECTION 3. SEVERABILITY.
Should any section or provision of this Ordinance or any portion thereof, or any paragraph,
sentence, or word be declared by a court of competent jurisdiction to be invalid, such decision
shall not affect the validity of the remainder hereof other than the part declared to be invalid.
SECTION 4. EFFECTIVE DATE. This Ordinance shall be effective as provided by law.
