system and Sprint communication infrastructure are depicted in Photos 11 and 12 respectively. Based on the field location of the above-ground potions of these existing utilities, it appears that the irrigation control system may remain in place. However, the underground irrigation lines may be located under the proposed pavement and may need to be relocated around the waiting area. It appears that the other utilities identified in Exhibit 5 may remain in place. A detailed survey is recommended to determine the exact location of the existing underground utilities should this alternative is ultimately chosen for development. The FIDS message board is located just north of the new parking spaces to provide the best visibility to the CWA users and avoid the existing underground utilities. The communication improvements would run from the existing fiber optic infrastructure just west of the main parking lot toll booth to the FIDS location, at an estimated length of 500 If. The proposed new impervious area associated with this alternative is approximately 7,300 sf so a stormwater permit would typically be required prior to construction. Florida Department of Environmental Protection permit number 46-0160002-001-RG was processed in August 1999 that permitted the pond (identified as the “East Pond”) located just east of the proposed development location. Based on the permit documentation, the East Pond was constructed with an additional 0.86 ac-ft of storage volume remaining. The proposed improvements would only contribute approximately 0.007 ac-ft of runoff to this pond so the ~ wt GRAPHIC SCALE iM FEET wear ALT-4A ALT - 4B NOTE: EXISTING CONDTIONS HAVE NOT BEEN SURVEYED. Therefore, based on this information, no new stormwater permitting is anticipated. The stormwater infrastructure improvements are anticipated to include a standard inlet collection and pipe conveyance system to convey the stormwater runoff to the pond located just east of the alternative. Photo 11: Existing irrigation control Photo 12: Existing Sprint system communication infrastructure The infrastructure improvements for Alternative No. 4A generally include: Remove existing landscaping to include palm trees and bushes, Relocate existing irrigation lines and other utilities as needed, Grading and sodding, Remove existing parking lot light Install three new parking lot lights Install approximately 850 sy of new asphalt pavement, Install wheel stops Install 3-ft wide by concrete island, Place new pavement markings and vehicular signage Stormwater conveyance improvements, Install FIDS message board and communication and power infrastructure, and Install of communication and WiFi access point infrastructure CAST TaANMGOODDS Cell Phone Waiting Area Feasibility and Alternatives Analysis September 2013 A preliminary project budget for Alternative No. 4A is provided below in Table 4. The Professional Design and Bidding Services task includes a design survey due to the impervious improvements and existing utilities in the area. A design survey would also be required upon completion of the project to meet FDEP requirements. Table 4: Preliminary Project Budget for Alternative No. 4A constr. The Alternative No. 4B layout is depicted in Exhibit 5. The proposed 90-degree parking layout provides 21 total parking spaces which is 5 additional parking spaces compared to Alternate No. 4A. The Okaloosa County Land Development Code requires a 24-ft wide access aisle adjacent to 90-degree parking spaces, as depicted in the exhibit. This alternative requires the placement of approximately 1,050 sy of new asphalt pavement which is approximately 200 sy more than Alternative No. 4A. This larger development area may also impact additional existing utilities. The existing irrigation panel and controller would be located inside of the pavement limits so it would be required to be relocated outside of the new parking limits. The FIDS message board location would be located just east of the new parking spaces and as far from the parking as practical to provide visibility for the northernmost and southernmost spaces, and also avoid the existing utilities. The infrastructure improvements are similar to those identified for Alternate No. 4A and the stormwater runoff from this alternative will be accounted for in the existing East Pond so no new stormwater permitting is anticipated. 10 Cell Phone Waiting Area Feasibility and Alternatives Analysis September 2013 A preliminary project budget for Alternative No. 4B is provided in Table 5. The relatively low development cost is in part due to the re-designation of a portion of the existing Credit Card Parking Lot. This alternative provides a total of 41 parking spaces with 37 of these parking spaces within the FIDS message board readability angle. Alternative No. 3 appears to provide the lease capital cost; however, this alternative provides less than half of the target number or parking spaces. In consideration of the number of parking spaces, efficient access to the terminal loop road, and the approximate budget, Alternative No. 1 is the recommended development alternative. A construction contingency is not included in the preliminary budgets since this analysis is a comparison of the relative cost of each alternative. At least a 25% contingency is recommended to budget for each alternative to account for unforeseen design and construction requirements which may be identified during the design phase. 4.
