Appraisal Discussion
The City Manager advised that based on the process, one independent appraisal is needed to
determine the fair market value of the parcel.
The City Attorney advised that the City's Code of Ordinances requires the City to get one
independent appraisal and for this parcel the cost is estimated at no more than $ 5, 000 for the
appraisal and legal advertising.
Mr. Goodwin asked that as part of the appraisal an analysis be done of what the property is worth
and if it has insurable access. The City Manager advised that could be included in the quotes.
Dr. gossom moved that City Council authorize one ( 1) independent appraisal of the
property to determine the fair market value of the parcel with or without insurable access.
Mr. Rynearson seconded motion.

RFP Discussion
The City Manager noted the next step in the process is to issue a Request for Proposals along
with the proper legal advertisements to obtain competitive proposals to purchase the property
through a negotiated sale upon the receipt of the proposals by the City Manager and City
Attorney.
Mr. Goodwin questioned whether there is a mechanism to wait until the appraisals are received
so Council has the opportunity to analyze them. The City Manager stated that can be done and
offered an advantage to that would be the potential savings in the cost of legal advertising.
Consensus of Council was to wait for the appraisals and discuss at that time.
The Mayor confirmed the action taken by Council this evening is to declare the property as
ess aeeess and to obtain one independent appraisal, and once the appraisal is received the issue will
be forwarded back to Council for further discussion.
