deplete the cash by $ 1 million dollars this year. He
said expenditures are down, but the revenues are way
down. He said they have provided these figures, and
they have been through the figures; and Mr. deVaux is
right about the health insurancej they arrive at the
heal th insurance cost every year by assuming everyone is
married, and this is not the case, so there is a little
cushion there. He said the
salary they have is the
exact salary they have in the budget, and they can talk
to every department head and they will justify every
employee they have, and on given days a person may be
out; but the salary figure they provided last Friday is
back dated.
Mr. Wyatt interrupted at this point to ask if the third
column with a 5% increase for a total of $ 6, 427, 857 is
taking the current pay rate at this time projected over
the course of this next year, plus 5%. He said that is
the number that has to be compared to the current
I salary. The Finance Director
incorporate the overtime; they just toOk the base pay.
Mr. Wyatt said they then need to take the $ 6, 427, 857 as
a basis of todays salary,
to that,
plus 5%, then add the overtime
and that is where they would come up with the
said they did not
6, 800. 000 number. The Finance Director said that was
right, and the current salary figure does not include
overtime or incentive pay; the Police Department gets
incentive pay based upon City ordinance and State
Statute. Mr. Wyatt said the question is. is this an
accurate determination of the differential or not.

90/ 91 BUDGET ( CONT.) The Finance Director said he would say no. Mr. Wyatt
said the rationale being because they did not compare
current dollars. deVaux said, Mr.
if they said they
were not give anyone a pay raise. they would
going to
take the $ 6. 132, 913, and if they gave the employees a 6%
pay raise January 1st last year, they would give them 6%
of the three months. October, November, December. Mr.
Wyatt said if they did not give the employees single a
pay raise, the budget would be higher than $ 6, 132. 000.
Mr. deVaux said
only by the difference of the increase
of the three month
period. He said that is also taking
a 5% increase again
January. and they can give a full 5%
because they don' t have it budgeted the other three
months. He said he called several people to ask about
the $ 6, 132, 000 figure, if that is the gross payroll of
the City, including the overtime pay, the deferred
compensation pay and everything; he talked to the City
Manager and his check comes with deferred pay; the
Assistant City Manager' check has car allowance in it;
s
the Payroll Clerk said that included all the overtime
that anyone got paid from the City; the incentive pay is
in the pay check for the Police Department; the Fire
Department food allowance is in their pay check; we pay
the 7. 65% FICA tax on it all; that number is the gross
payroll for the City for 26 weeks.
Mr. Wyatt asked if the $ 6, 132, 932 is all inclusive of
overtime and incentive pay paid for this year. because
whether it was in the check or not does not mean it was
included. The Finance Director said the $ 6, 132, 000
includes everything, overtime. incentive pay. He said
the $ 6 million does not include anything but base pay.
Mr. Wyatt asked if the $ 6, 132, 932 is all inclusive of
overtime and incentive pay. The
City Manager said that
figure includes everything. Mr. Wyatt asked if the
6. 081. 769 does not. The City Manager and the Finance
Director said that was right. Mr. deVaux said the
reason for the difference is because they are pulling
out of the books, the computer printouts are wrong; he
pulled it out by adding the total pay checks everyone
received; if you add up all the numbers in the book you
will be here for years because the numbers never add up
right. Mr. Wyatt said that was only a difference of
50, 000, 000. Mr. deVaux said one number does not have
the overtime, the incentive pay, the car allowance, all
of it; and his number has it all.
Mayor Roberts arrived at 5: 55 p. m.
Mr. deVaux said he understands there was three months at
the old pay; but he was only preparing 26 weeks vs. 26
weeks in the
proposed budget, and in
proposed their
budget they already have the merit increase pay figured
in and they also have $ 1. 000 for each police officer, in
addition to the merit increase, in the proposed pay.

90/ 91 BUDGET ( CONT.) The Finance Director said last weekend, when it was
brought up there quarter was a million dollars, Mrs.
Ashwood spent all day Saturday, all day Sunday, and all
day Monday and
Monday night, going through every
individual printed out every individual name and
and
amount, it was reconciled with the City Auditor based
and they came within just a few

upon hourly rate,
dollars of each other; that is how the $ 6, 081, 769 was
provided to Council. He said it is true that the total
amount paid during the 12 months is $ 6. 132, 000,
including overtime, incentive pay, and everything: but
those are not the same figures, they happen to be close
to the same amount; but you' re talking about what is
being paid now versus what was paid 12 months ago. He
said if you recall, they added 5 policemen about this
time last year, take that into consideration, their
incentive pay and multiply that out: then you have the
Fire Department
