Mr.
Council should analyze what we need to do and then what
it cost to do it; and we haven' t done it, we have spent
a lot of time talking about the golf course.

90/ 91 BUDGET ( CONT.) Mr. Maney said if the of Council is do
sense
they not
want this budget, he is prepared to make a motion that
they have in effect kind
continuing resolution
a of
which would following:
amount to the
that we would have
a budget for 1990/ 91 of exactly the same amount of money
of the actual expenditures and income that we have this
year, there would be a freeze on hiring. a freeze on
raises, a freeze on purchases except for that which we
have done for the past year, and that would take them
far enough into the year for Council
job, to do its
which is to analyze item by
budget to see item in the
where they can save money. He said as an example, there
is $ 200, 000 for overtime; it might be possible by either
hiring someone or rearranging schedules, they would not
need $ 200, 000 for overtime; and there is a long list of
things they can do to save money, but Council has not
taken the time to look into it. He said he is
ready to
say let' s put a hold on it until Council gets cracking
and does its job.
Mr. Rosenbaum asked if Mr. Maney is suggesting they
adopt a budget that has the revenues as estimated by
staff and the expenditures as they were actually
expended in 1989/ 90 fiscal year. Mr. Maney said yes,
that is what he has in mind. Mr. Rosenbaum said that
would require a budget amendment about six or eight
weeks down the road. Mr. Maney said that would be OK,
but that means maybe they don' t need to hit the
taxpayers with a big tax increase, we have done our job.
Mr. deVaux said another
thing he wanted to bring up was
the possibility of
converting City vehicles to natural
gas. He said they might not be able to save this year
on gasoline cost. but if they just converted half the
vehicles they may pick up a savings if the price of
gasoline goes to $ 2. 00 a gallon. Mr. Wyatt said he
thought all those creative ideas need to be looked at,
but not in this years budget.
Mr. Smith asked for staff' s comments on the comparison
of the labor budget and why Mr. deVaux' s is so much
over. Mr. Wyatt asked the Finance Director to address
the labor difference first. Mr. deVaux said the payroll
sheet given him shows $ 6, 132, 932. 13 for 26 weeks for
payroll, with the supplement checks.
The Finance Director explained the current payroll,
based upon data provided last week. as of the end of
that pay period was $ 6. 817. 069; that has nothing do to
with overtime or incentive pay; that is basic payroll.
they did not address overtime or incentive pay; the
Police Department and Fire Department have incentive
pay.

90/ 91 BUDGET ( CONT.) The Finance Director pointed out Mr. deVaux' s recap
sheet has Block Grant and the RDA, which is not part of
the city' s calculation and, if you recall, there was no
one employed in the RDA during this current calendar
year, there was a girl friday off and on, there was no
Executive Director and the salary paid, other than the
time person hired, not charged to RDA;
I
part was so
6, 800, 00 is roughly $ 85, 000 high. Mr. deVaux noted the
CRA proposed budget has payroll of $ 1, 000. The Finance
Director said his point is you can reduce the $ 6, 825, 000
by roughly $ 85. 000. He referred to the figure provided
previously of $ 6, 081, 769, the current payroll being paid
at that particular time; that payroll included no
overtime or incentive pay, only base pay. He said the
payroll provided by Mr. deVaux of $ 6, 132, 932j the
difference between that and the amount provided to you
that day was the fact we had a payday Friday and we knew
the exact amount, as of now we have completed 26 pay
days. He said to take the $ 6, 132, 932, and realize that
was 3 1/ 2 months at one pay and roughly 8 1/ 2 months at
the 6% cost of living; so you are not comparing fiscal
year to fiscal year, so you have roughly 2% there. He
said last year when they estimated what would be spent
for 1989 the whole net difference from the audit was
missed by less than $ 5, 000 four months earlier; and it
would be less that $ 100, 000 this year and
