TO: Honorable Chairman and Members of the Board
FROM: John Hofstad
SUBJECT: Beach Cleaning - Parks
DEPARTMENT: Public Works
BCC DISTRICT: Two and Five
STATEMENT OF ISSUE: Consideration of the Beach Cleanup Operations to be performed by
the Parks Division of Public Works through February 2014.
BACKGROUND: Parks crews began removing trash from Okaloosa Island and the Destin
Beaches on October 3, 2103. An estimate was prepared outlining costs associated with the
continued weekly trash removal. These costs included labor, benefits, equipment, trash disposal,
and trash bags. The estimated costs were $2,704.97 weekly.
Actual costs as of 11/10/2013 are $13,795.06 and these costs do not include beach raking. The
costs are currently being incurred through the County Parks Budget. The Parks Division is
requesting reimbursement from the Tourist Development Department for all costs incurred to
date as outlined in attached documentation and totaling $13,795.06.
Information concerning options for beach raking has been requested from vendors and is
included for review. One option is to rent a factory refurbished Barber Surf Rake at a cost of
$6,000 for the first month and $2,500 for each additional month. The $6,000 first month’s cost
includes shipping to and from the Connecticut factory. The second option is to purchase a new
Model 600HD surf Rake. The delivered cost is $51,200, which includes a two year all-inclusive
warranty.
OPTIONS: Approve/disapprove reimbursement to the Public Works Parks Division for costs
incurred to date totaling $13,795.06, and Board direction on future beach cleanup operations.
RECOMMENDATIONS: Staff requests Board authorization for reimbursement from the
Tourist Development Department to the Parks Division for beach cleaning costs totaling
$13,795.06 and direction as to future beach cleanup operations through February 2014.

BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: December 3, 2013
TO: Honorable Chairman and Members of the Board
FROM: John Hofstad
SUBJECT: Cooperation Agreement with the Holt Volunteer Fire Department
DEPARTMENT: Public Works
BCC DISTRICT: 3
STATEMENT OF ISSUE: Requesting approval to enter into a Cooperation Agreement with
the Holt Volunteer Fire Department for a portion of 2.98 acres of property for the construction of
a new park in Holt.
BACKGROUND: In August 2012, a letter from the Holt Volunteer Fire Department was
received. The letter requested discussions to begin concerning the development of a recreational
park/community center in Holt.
The Fire Department owns 2.98 acres on the south side of Highway 90, east of Sumertime Lane.
The Fire Department has agreed to have a portion of the property converted into a park with a
community center while retaining a portion for a new Fire House at a later date.
An agreement has been crafted which outlines the duties and responsibilities for both the Fire
Department and the County. The proposal has been presented to the Parks Advisory Committee
(PAC) with no objections. Funds have been budgeted in the FY14 Parks Budget for this
particular project. To date, no plans have been developed or submitted for this project. If
approved, the property will be surveyed and a proposed layout will be submitted to the PAC and
Holt Volunteer Fire Department before any construction commences.
OPTIONS: Approve/disapprove the Cooperation Agreement.
RECOMMENDATIONS: Staff requests Board approval of the Cooperation Agreement with
Holt Volunteer Fire Department and subsequent approval for the Chairman to sign the
agreement.

BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: December 3, 2013
TO: Honorable Chairman and Members of the Board
FROM: Don Turner
SUBJECT: Sheriff's New Building - Shalimar
DEPARTMENT: Facility Maintenance
BCC DISTRICT: ALL
STATEMENT OF ISSUE: Request for BCC direction regarding the construction of the new
Sheriff's building in Shalimar.
BACKGROUND: At the November 5, 2013, BCC meeting the Board directed that a new 10,000
+ s.f. building be constructed at the Sheriff's Shalimar compound. Further direction is requested
from the Board regarding the assignment of the project. The Board is reminded that delaying the
completion of the new building results in an additional $10,500/month in lease costs for the
Sheriff's Investigations Unit.
OPTIONS: Listed below are options for this project:
1. Assigning the new building to Lord and Son as additional scope to their existing contract will
likely result in a shorter project completion time than either bidding the project out as a new
project or self performing it through Facilities Maintenance.
2. Self performing the project through Facilities Maintenance would likely result in double-digit
cost savings for the project, but take longer to complete as FM has many other responsibilities
that may cause staff to be pulled from the project for a time.
3. Bidding the project out will add 3-4 months to the likely project completion time line and
there's no evidence to suggest that there would be any appreciable cost savings for doing it.
4. Lord and Son and FM could do a joint project where L&S would deliver the building shell
complete and FM would self perform all MEP and interior finishes. This plan would have a
lower total cost than completely outsourcing the project and have a shorter completion time
line than completely self performing it.
Note: Pricing for these options was unavailable prior to the agenda submission deadline, but
shall be provided prior to the December 3rd BCC meeting.
RECOMMENDATIONS: Request for staff direction regarding the construction of the new
