Council received clarification that all employees in the General Employees Pension Plan contribute 5% of their salary to the Plan, including department heads; that vested, long-term employees have up to the day they retire to decide whether they want the 2. 75 multiplier with the 75% cap; and that upon adoption of the ordinance, the Police Chief will be a member of the General Plan and will contribute 5% of his salary to the Plan. Council expressed concern that the ordinance would provide the City Manager and Finance Director with additional compensation beyond the pian that is contained in their contract. The City Manager explained the Finance Director is not under contract but has a negotiated salary and benefits package, and as a charter officer is not afforded special or merit increases afforded to general employees, and this is an issue that Council should address at a later date. He explained the terms of his contract, and stated this year he would consider the city' s contribution to the Plan as the compensation adjustment in lieu of a salary increase on his anniversary date. The Mayor called for the vote on tbe motion and it carried by a vote of 5 to 1 with Carnathan, Campbell, Dowling, Covey, and Kelley in favor and Gibson opposed ( Collins absent). 1t~ d~",:"~~~~; 7 ._ LtL,.
