CITY OF FORT WALTON BEACH
MEMORANDUM
DATE: December 5, 2006
TO: Joyce Shanahan, City Manager
FROM: Lisa Absher, Finance Director
SUBJECT: Comprehensive Fee Schedule Revision
BACKGROUND:
On April 27, 1999, City Council adopted Resolution 99- 4 establishing a Comprehensive
Fee Schedule that incorporated into one document all fees for the City services and
programs. The Resolution provided for amendment of the fee schedule from time to
time by Resolution of City Council.
The rate and cost- basis for fee- based services are periodically reviewed by Staff,
usually as part of the annual budget process or on an as- needed basis. Comparison of
fees with surrounding localities. is considered during the fee analysis.
Recommendations for fee adjustment are based upon this information.
DISCUSSION:
A copy of the City' s Comprehensive Fee Schedule is attached, which includes a
detailed listing of City Services and Programs showing both existing and proposed
rates. A summary of the proposed changes are as follows:
1. Paqe 3, Historic Site Fees ( New Fees) - Community Development Services has
proposed that a new fee be established to cover the administrative costs involved
for processing three ( 3) types of requests regarding Historic Structures:
i. Designation as a Historic Site or Structure;
ii. Demolition of a Structure over 50 years old; or
iii. Request for Waiver of a Requirement of Archaeological and
Historical Preservation Act
2. Paqe 4, Corporate Sponsorship Fees (Increase) - Parks and Recreation has
proposed an adjustment to the fees for corporate sponsorship of athletic teams
from $ 210 youth/$ 300 adult to $ 225 youth/$ 310 adult. Justification for this
increase relates to increases in the cost of uniforms and officiating fees.

3. Paqe 8. Service Fees ( Restructured) -
Wrecker These fees have been
incorporated into the Fee Schedule as per the "Wrecker" Ordinance 1671 passed
in June 2006. The Police department recommended this restructuring due to
needed regulation of towing services.
4. Paqe 8, False Alarm Fines ( Restructured) - These fees are been incorporated
into the Fee Schedule as per the " False Alarm" Ordinance 1667 passed in
November 2005. The Police department recommended a fee structure based on
the number of false alarms for the purpose of discouraging repeat offenders.
5. Paqe 18 - 20, Fire Cost Recovery ( Restructured) - This is a proposed
restructuring of the fees charged by the Fire Department in response to the fire
and insurance industry' s change from allowing a flat fee for services to
reimbursing costs based on itemized equipment used or destroyed during an
incident. It is expected that these proposed itemized fees will result in higher
collections and cost recovery for the City. The Fire Department is proposing a
new format that allows for more itemized charges in five ( 5) general areas:
i. Drill tower facilities use
ii. Replacement equipment costs
iii. Motor vehicle accident equipment use
iv. Structure/vehicle/wild land fire equipment use
v. Special responses
RECOMMENDATION: Staff recommends Council approve Resolution 2006- 30 to
make amendments to the Comprehensive Fees Schedule as submitted.
