CITY OF FORT W ALTON BEACH
MEMORANDUM
DATE: December 5, 2006
TO: Joyce Shanahan, Gty Manager
FROM: Jeff Peters, Parks & Recreation Director
SUBJECf: REQUEST TO AWARD BID #07- 104 - SOUND PARK
IMPROVEMENTS
BACKGROUND
On January 29, 2003 the Florida Communities Trust (Fer)closed on the Fischer property, which
has been referred to as " Miracle Strip Park on the Sound". The property was purchased to develop
a sound side park, initiated by the Fort Walton Beach Beautification Committee. The total estimated
cost for the purchase of the property totaled $ 1, 822, 945. FCf funded $ 1,797, 945, which left a
match of $25, 000 for the Gty of Fort Walton Beach.
The Gty of Fort Walton Beach received a Grant Agreement on September 23, 2003 from the
Florida Recreational Development Assistance Program (FRDAP) to develop the Sound Property.
The total projected cost for the development of the property was $ 369,700, with $184, 850 in grant
funds and $ 184, 950 Gty match.
DISCUSSION
The Purchasing Department solicited bids from twenty one ( 21) construction firms with five
5) responsive bids submitted. The bids submitted included a base bid with stamped concrete for
the 10' wide perimeter walkway and the 6' wide interior walkways. Alternate bids were submitted to
include wooden walkways in lieu of the concrete walkways.
Items in the Sound Park improvement bids include:
Removal of existing seawall ( Approx. 200 LF)
Remove existing pier and pilings
Rip Rap ( In front of new seawall)
Fishing Pier/ Dock (Approx. 1, 000 sq. ft)
10' Wide Perimeter Concrete Walkway
Gravel Parking Area (Approx. 3, 400 sq. ft)
Crosswalk/Signage/ Bike Rack
6' Wide Interior Concrete Walkway
Site Grading & Stonnwater Retention Pond
Silt Fencing
Staff recommends the base bid, which includes stamped concrete for the walkways, be awarded to
the lowest responsive, responsible bidder, Orange Contractors in the amount of $190,300. 30 for the
s
Cp.,#
construction of Sound Park and authorization for the City Manager to approve change orders of a
not to exceed amount of $20,000.
Staff has determined that concrete walkways will better suit Sound Park due to maintenance issues.
An original site plan included wooden walkways instead of concrete walkways. Staff submitted
Master Site Plan changes in March, 2006, to Florida Community Trust (FCI)to include concrete
walkways and received approval in April, 2006.
If approved, funding is available in Capital Projects Fund account # 310- 8097- 572- 6997.
RECOMMENDATION:
Staff requests authorization to award Bid # 07- 104 Sound Park improvements to the lowest
and
responsive, responsible base bidder, Orange Contractors, at the base bid amount of $190, 300.30
authorization for the City Manager to approve change orders of a not to exceed amount of $20,000.
