The City Attorney said the Finance Director reports he cannot logistically accomplish that instruction tonight in session. unless they were precalculated by line item. Mr. Wyatt said he wants to give leeway and is trying, for the purpose of the budget. to reduce it to what historically has been the action, not unlike what life and health insurance, and how it I has been done on is done is fine with him. The Finance Director asked the City Attorney if they could go to the recap page, reduce the expenditure total, then work it out to equal the amount. The City Manager suggested it be recorded as a matter of record in the minutes and that be attached to the budget as a part of the ordinance. The City Attorney asked if Mr. Wyatt' s intent was that Council approve the same amount as the 1989/ 90 budget. Mr. Wyatt said no. what he is suggesting allows for the 5% raise. The City Attorney recommended, in light of the Finance Director' s report to logistically do it tonight, to pick an item to extract that amount of money out of to make it balance. Mr. Wyatt asked if it could be out of general, water and sewer. The City Attorney said it could be any entry he wanted. Mr. deVaux suggested taking $ 187, 000 out of overtime in the General Fund, $ 10, 000 out of overtime in the Water Fund and more overt~me out of the Sewer Fund, which would give 203. 000. Mr. Wyatt asked it ~t had to be that specific. The City Attorney answered yes, the Finance Director can logistically tonight while Council is in session, make an amendment to one or two line items. Mr. Smith suggested the City Attorney. the Finance Director, and Mr. Wyatt be given time to work it out. Mr. Wyatt said he believed he had it worked out. Mr. Wyatt aoved adoption of Ordinance 1100. on the second reading. with the following amendments to the budget: General Fund overtime reduced by $ 187. 308; Water Fund overtime reduced by $ 10. 000; and Sever Fund overtime reduced by $ 6. 000; for a total of $ 203. 308; next item. is to reduce the budget for life and health insurance to that as ended reco.. by the City Manager of 728. 000. with a reduction of $ 160. 000 ( that goes fro. a total budget of $ 887. 292 to $ 727. 292); the third iteR is to increase the golf course fee schedule. and those by the brought Council by staff. and I areas. amount to show an revenue increase in the area of $ 297, 330. The Finance Director confirmed the figures were: overtime of $ 187. 308 in General Fund; $ 10. 000 in Water Fund; $ 6, 000 in Sewer Fund. Mr. Wyatt said he was doing that for the purpose of what they have to do. he is not saying that is where it comes out. 23 9- 25- 90 ORD. 1100 ( CONT.) The Finance Director reviewed the figures to be adjusted in the budget: General Fund overtime reduced $ 187, 300; Water Fund overtime reduced $ 10. 000; Sewer Fund overtime reduced $ 6. 000; health insurance $ 160. 000 ( all four of these figures. so far, are minuses); ad valorem taxes will be $ 240, 000 rounded down; as a plus, $ 297, 330. The City Attorney noted those figures are not produced in a form for adoption. and the Finance Director has reported he estimates it will take an hour to do the work up. He recommended a recess of the public hearing, reconvene the regular meeting in 15 minutes, then when the Finance Director can return to recess the regular meeting and reconvene the public hearing. Mr. Smith wished to know if they are working with the 1990/ 91budget. going and are to leave everything in it as presented other than what was just taken out. Mr. Wyatt acknowledged that was correct, his discussion with the City Manager was that historically the salaries come in about 3% less budgeted; he did not want to have than an impact of not giving the increases that were budgeted because he believed through the efforts of staff, as well as Council, they could come up with a formulation of a plan. He said he did not want to change that or hit them with that decision tonight.
